Purpose & Scope
This Request for Information (RFI) seeks detailed information from industry on their ability to provide comprehensive LRS-C services. The government is considering an enterprise-level contract vehicle to streamline logistics readiness support. The scope of work, outlined in the draft Performance Work Statement (PWS), includes six core functional areas:
- Materiel Management: Asset, central storage, hazardous material, individual equipment, customer support, inventory, and contingency support.
- Traffic Management: Cargo, passenger, personal property movements, and exercise/contingency operations.
- Vehicle Management: Fleet management, maintenance (scheduled/unscheduled), parts, and accountability.
- Fuels Management: Operation, receipt, storage, and distribution of fuel and cryogenic products.
- Ground Transportation: Personnel and cargo movement, vehicle licensing, and dispatch.
- Air Transportation: Air freight and passenger terminal operations, mobility training, and aerial delivery. The PWS also details performance standards, program management, staffing, security, training, reporting, and contingency support requirements.
Contract Vehicle & Details
The government anticipates awarding a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ). This MAC IDIQ is expected to have a five-year ordering period (base plus four options), with individual task orders ranging from one to five years. Performance will primarily occur at government facilities as defined in each Task Order, including Scott Air Force Base, IL. The anticipated NAICS code is 561210 (Facilities Support Services) with a $47.0M size standard.
Eligibility & Submission Requirements
Responses are encouraged from all businesses, particularly Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Vendors must provide detailed information on their capabilities and capacity to satisfy the draft PWS requirements, focusing on how they can execute the tasks rather than reiterating PWS language. Past performance information related to the PWS tasks is also requested. Bidders must complete Attachment 2 (Company Response), which collects general company information, small business status, teaming arrangements, and specific answers regarding past contracted services in the LRS-C functional areas, surge support, and geographic coverage.
