Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services for Air Force (AF) and Space Force (USSF) wide contracted logistics readiness support. The goal is to establish a strategic sourcing contract vehicle for Task Order competitions.

The contractor shall perform Logistics Readiness Squadron Capabilities (LRS-C) services as defined in this PWS and individual Task Order PWSs. Services include:

• Material Management: Asset management, central storage, hazardous material handling, individual equipment, protective equipment, flight service, equipment accountability, customer support, document control, computer systems, inspections, physical inventory, decentralized materiel support, quality assurance, munitions, aircraft parts store, and contingency support.
• Traffic Management: Cargo and passenger movements, personal property, exercise and contingency operations, including Syncada administration, reusable container programs, carrier responsibilities, terminal facilities, and wood packaging material programs.
• Vehicle Management: Fleet management, vehicle maintenance (scheduled, unscheduled, mobile), parts and supplies, operator care, specialized tools, tire services, limited technical inspections, accountability, and reporting.
• Fuels Management: Operation, receipt, storage, and distribution of fuel and cryogenic products, including refuel/defuel operations, equipment maintenance, accounting, sampling, and storage.
• Ground Transportation: Personnel and cargo movement, vehicle licensing, wash facility maintenance, operations, maintenance, repair, and replacement of government vehicles, and dispatch services.
• Air Transportation: Operation of air freight and passenger terminals, mobility training, aircrew training, and aerial delivery operations, including pallet buildup, load planning, and joint inspections.

Performance standards are detailed within this PWS and individual Task Order PWSs. The contractor is encouraged to strive for constant improvement and innovation. Success depends on partnership and open communication.

The MAC IDIQ ordering period is a five-year term with a base and four options. Performance will primarily occur at government facilities as defined in each individual Task Order.

• Program Management: Establish a management structure, manage resources, and oversee contractor employees.
• Staffing: May require a Minimum Team Complement (MTC) and/or Key Personnel List. Personnel must be qualified and meet English language proficiency.
• Security: Compliance with DoD and Air Force security directives is mandatory. Facility and Personnel Security Clearances may be required based on Task Order requirements.
• Training: Develop and execute a comprehensive master training program for all personnel.
• Reporting: Annual Contractor Manpower Reporting Application (CMRA) and semi-annual small business utilization reports (if applicable).
• Contingencies: Contractor must provide 24/7 support for surge requirements during contingencies, exercises, or declared war.

Request for Information (RFI)

The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is seeking industry capabilities for providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor. The government is considering a strategic sourcing/enterprise contract vehicle to support LRS-C across all Air Force bases, potentially including surge support. This RFI is for informational and planning purposes to help the government determine the scope and structure of a potential Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ).

Attachment 1, a draft Performance Work Statement (PWS), outlines the main technical/task requirements for LRS-C services across 6 functional areas. This RFI follows up on a previous RFI from April-May 2025 and provides more defined requirements.

The government anticipates awarding a Multiple Award Contract (MAC) IDIQ. The MAC is expected to have a 5-year ordering period, with individual task orders ranging from one to five years in performance period.

Vendors are requested to respond with detailed information on their capabilities and capacity to satisfy the draft PWS requirements. Responses should not reiterate PWS language but provide specific details on how companies can execute the tasks. Past performance information related to the PWS tasks is also requested. Vendors must complete Attachment 2 (Company Response) and may submit additional supporting information.

Responses are encouraged from Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Information regarding joint venturing or partnering plans to meet requirements is also requested to assist in determining small business participation levels.

The anticipated NAICS code is 561210 (Facilities Support Services) with a size standard of $47.0M.

This RFI is not a Request for Proposal (RFP) and does not commit the Government to any contract award. All costs incurred in responding are the responsibility of the interested party. All submissions become Government property.
