Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services across the Air Force (AF) and Space Force (USSF). The goal is to establish a strategic sourcing contract vehicle for task order competitions.

The contractor shall perform Logistics Readiness Squadron Capabilities (LRS-C) services as defined in this PWS and individual Task Order PWSs. Services include:

• Material Management: Asset management, central storage, hazardous material handling, individual equipment, protective equipment, flight service, equipment accountability, customer support, document control, computer systems, inspections, physical inventory, decentralized support, quality assurance, munitions, aircraft parts, and contingency support.
• Traffic Management: Cargo and passenger movement, personal property, reusable container program, carrier responsibilities, terminal facilities, wood packaging, container control, inbound/outbound cargo processing, deployment support, passenger processing, and GATES/ICODES administration.
• Vehicle Management: Fleet management and analysis, vehicle maintenance (scheduled, unscheduled, mobile), parts and supplies, operator care, specialized tools, tire services, limited technical inspections, accountability, reporting, and accident/abuse programs.
• Fuels Management: Refueling/defueling, equipment/software reporting, fuel accounting, sampling, storage, inspections, and compliance for bulk ground fuel.
• Ground Transportation: Centralized ground transportation, vehicle licensing, wash facility maintenance, operations center management, vehicle maintenance, operator licensing and training, passenger and cargo movement, and U-Drive-It support.
• Air Transportation: Operation of air freight and passenger terminals, mobility training, aerial delivery operations, and fleet service operations.

Performance standards are detailed within this PWS and individual Task Order PWSs. The contractor is encouraged to strive for constant improvement and innovation. Success depends on partnership and open communication.

The MAC IDIQ ordering period is five years (base plus four options). Performance will primarily occur at government facilities as defined in each individual Task Order.

• Program Management: Establish a management structure, maintain team complement, and provide staffing reports.
• Personnel: Employees must understand, speak, read, and write English. Training and certification are required as specified in Task Orders.
• Security: Compliance with DoD and Air Force security directives is mandatory. Facility and Personnel Security Clearances (SECRET or TOP SECRET) may be required based on Task Order requirements.
• Reporting: Annual reporting via Contractor Manpower Reporting Application (CMRA) is required.
• Small Business Utilization: Semi-annual reporting is required if applicable.
• Contingencies: Contractor must provide 24/7 support for surge requirements during contingencies.
• Environmental & Safety: Compliance with OSHA, DoD, and Air Force safety and environmental regulations is mandatory.

Request for Information (RFI)

This RFI seeks industry capabilities for providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for Air Force Logistics Readiness Squadrons. The Air Force Installation Contracting Command (AFICC) is considering a strategic sourcing/enterprise contract vehicle, potentially a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ), to support LRS-C across all Air Force bases, including surge support. This RFI follows a previous one and includes a draft Performance Work Statement (PWS) for more detailed requirements.

• The draft PWS (Attachment 1) outlines 6 LRS-C functional areas and associated tasks.

• Vendors are requested to provide detailed capabilities and capacity to satisfy these PWS requirements.

• Past performance information related to the PWS tasks is also requested.

• Anticipated contract type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ).

• Anticipated MAC ordering period: 5 years.

• Anticipated task order performance period (PoP): 1 to 5 years per task order.

• Vendors must respond using Attachment 2 (Company Response), completing both 'General Company Info' and 'Questions & Answers' tabs.

• Additional supporting information can be submitted as needed.

• Responses are for informational and planning purposes only and will not be considered proposals.
