Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services for the Air Force (AF) and Space Force (USSF). The goal is to establish a strategic sourcing contract vehicle for contracted logistics readiness support across the AF and USSF.

The contract covers six major Logistics Readiness Squadron (LRS) capabilities, to be detailed in individual Task Orders:

• Material Management: Includes asset management, central storage, hazardous material handling, individual equipment, individual protective equipment, flight service, equipment accountability, customer support, document control, computer systems operations, inspections, physical inventory, decentralized materiel support, quality assurance, munitions, aircraft parts store, and contingency support.
• Traffic Management: Encompasses cargo and passenger movement, personal property, and exercise/contingency operations, including Syncada administration, reusable container programs, carrier responsibilities, terminal facilities, wood packaging material, container control, inbound/outbound cargo processing, deployment support, passenger processing, and GATES/ICODES system management.
• Vehicle Management: Covers fleet management, accountability, operation, transfer, inspection, and maintenance of government and leased vehicles, including preventative maintenance, repairs, parts management, and reporting.
• Fuels Management: Involves establishing and maintaining a fuels management program for operation, receipt, storage, and distribution of fuel and cryogenic products, including refueling/defueling, accounting, sampling, and storage facility management.
• Ground Transportation: Provides centralized ground transportation for personnel and cargo, including vehicle operations, licensing, maintenance, wash facility management, dispatch, and support for special events and flight line operations.
• Air Transportation: Includes operation of air freight and passenger terminals, mobility training, aircrew training, and aerial delivery operations, with 24/7 operations or after-hour surge capability required.

Contractors must meet performance standards outlined in this PWS and individual Task Order PWSs. Performance will be evaluated using Government surveillance techniques, QASP, and Performance Standards.

The MAC IDIQ ordering period is five years (base plus four options). Performance will primarily occur at government facilities as defined in each individual Task Order.

• Security: Compliance with DoD and Air Force security directives is mandatory. Facility and Personnel Security Clearances (Secret or Top Secret) may be required based on Task Order needs.
• Personnel: Contractors must provide trained, qualified, and knowledgeable personnel fluent in English. Key personnel and Minimum Team Complement (MTC) may be required.
• Reporting: Annual reporting via Contractor Manpower Reporting Application (CMRA) is required. Staffing and small business utilization reports may also be necessary.
• Contingencies: Contractors must be prepared to provide services 24/7 for surge requirements during contingencies.
• Environmental & Safety: Compliance with OSHA, EPA, and other safety and environmental regulations is required.

Request for Information (RFI)

This RFI seeks information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for Air Force Logistics Readiness Squadrons. The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is considering a strategic sourcing/enterprise contract vehicle, potentially a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ), to support LRS-C across all Air Force bases, including surge support. This RFI follows a previous RFI posted in April-May 2025 and is for informational and planning purposes only.

Attachment 1, a draft Performance Work Statement (PWS), details the main technical/task requirements for LRS-C services, covering 6 functional areas and associated tasks.

• Anticipated Contract Type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ).
• Anticipated Ordering Period: 5 years.
• Anticipated Task Order Performance Period (PoP): 1 to 5 years per task order.

Vendors are requested to respond with detailed capabilities and capacity to satisfy the draft PWS requirements. Responses should focus on how companies can execute the tasks, not just reiterate them. Past performance information related to the PWS tasks is also requested.

Responses are encouraged from Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Information regarding joint venturing (JV) or partnering plans to meet requirements is also requested to assist in determining small business participation levels.
