Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services across the Air Force (AF) and Space Force (USSF). The goal is to establish a strategic sourcing contract vehicle for contracted logistics readiness support through Task Order competitions.

The contractor shall perform Logistics Readiness Squadron Capabilities (LRS-C) services as defined in this PWS and individual Task Orders. Services include:

• Material Management: Asset management, central storage, hazardous material handling, individual equipment, protective equipment, flight service, equipment accountability, customer support, document control, systems operations, inspections, physical inventory, decentralized support, quality assurance, munitions, aircraft parts, and contingency support.
• Traffic Management: Cargo and passenger movements, personal property, exercise and contingency operations, including Syncada administration, reusable container programs, carrier responsibilities, terminal facilities, and wood packaging material programs.
• Vehicle Management: Fleet management, maintenance (scheduled, unscheduled, mobile), parts and supplies, operator care, specialized tools, tire services, limited technical inspections, accountability, and reporting.
• Fuels Management: Operation, receipt, storage, and distribution of fuel and cryogenic products, including refueling/defueling, accounting, sampling, storage facility management, and inspections.
• Ground Transportation: Centralized ground transportation for personnel and cargo, vehicle licensing, maintenance, operations, washing facility management, and dispatch services.
• Air Transportation: Operation of air freight and passenger terminals, mobility training, aircrew training, and aerial delivery operations, including pallet buildup, load planning, and joint inspections.

Performance standards are detailed in the PWS and individual Task Orders. The contractor is encouraged to strive for constant improvement and innovation. Success depends on partnership and open communication. Specific metrics are not detailed in this overarching PWS but will be in Task Orders.

The MAC IDIQ ordering period is five years (base and four options). Performance will primarily occur at government facilities as defined in each individual Task Order.

• Program Management: Establish a management structure, responsible for personnel selection, hiring, and supervision. May require a Minimum Team Complement (MTC) and Key Personnel List.
• Personnel: Employees must understand, speak, read, and write English. Training and certification are required.
• Security: Compliance with DoD security directives is mandatory. Facility Security Clearance (FCL) may be required depending on Task Order requirements. Personnel Security Clearance Levels (PCL) are also task-order dependent.
• Reporting: Annual Contractor Manpower Reporting Application (CMRA) and semi-annual small business utilization reports (if applicable) are required.
• Compliance: Adherence to Federal, State, and Local regulations, as well as specific DoD and Air Force directives (listed in Attachment A) is mandatory for all operations.

Request for Information (RFI)

This RFI seeks information from industry regarding capabilities to provide Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for Air Force LRS organizations under an enterprise services contract. The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is considering a strategic sourcing/enterprise contract vehicle, potentially supporting all Air Force bases, with an anticipated Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) structure.

Attachment 1 contains a draft Performance Work Statement (PWS) detailing the main technical/task requirements for LRS-C services across six functional areas. This RFI follows up on a previous RFI from April-May 2025 and provides more defined requirements.

• Anticipated Contract Type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ).
• Anticipated MAC Ordering Period: 5 years.
• Anticipated Task Order Period of Performance (PoP): 1 to 5 years per task order.

Vendors are requested to submit detailed information on their capabilities and capacity to satisfy the draft PWS requirements. Responses should focus on how companies can execute the tasks, not just reiterate them. Past performance information related to the draft PWS tasks is also requested.
