Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for a Multiple Award Contract (MAC) vehicle to provide comprehensive logistics readiness and site-specific mission support services across the Air Force (AF) and Space Force (USSF). The goal is to establish a strategic sourcing contract vehicle for task order competitions.

The contract covers six major Logistics Readiness Squadron Capabilities (LRS-C) areas:

• Material Management: Includes asset management, central storage, hazardous material handling, individual equipment, IPE, flight service, equipment accountability, customer support, document control, computer systems, inspections, physical inventory, decentralized support, quality assurance, munitions, aircraft parts store, and contingency support.
• Traffic Management: Encompasses cargo and passenger movements, personal property, reusable container programs, carrier responsibilities, and deployment support.
• Vehicle Management: Covers fleet management, maintenance (scheduled, unscheduled, mobile), parts, tires, inspections, and accident/abuse programs.
• Fuels Management: Involves refuel/defuel operations, storage, distribution, accounting, sampling, and inspections of fuel and cryogenic products.
• Ground Transportation: Includes personnel and cargo movement, vehicle licensing, maintenance, operations, dispatch, and support for special events and flight lines.
• Air Transportation: Covers air freight and passenger terminals, mobility training, aerial delivery operations, and fleet service operations.

Performance standards are detailed within this PWS and individual Task Order PWSs. The Contractor is encouraged to strive for continuous improvement and innovation. Reporting requirements include Contractor Manpower Reporting Application (CMRA) and semi-annual small business utilization reports.

The MAC IDIQ ordering period is five years (base plus four options). Performance will primarily occur at government facilities as defined in individual Task Orders.

• Program Management: Requires a management structure, contract administration, and potential Minimum Team Complement (MTC) or Key Personnel lists.
• Personnel: Employees must understand, speak, read, and write English. Training and certification are required.
• Security: Compliance with DoD and Air Force security directives is mandatory. Facility and Personnel Security Clearances (FCL/PCL) may be required based on Task Order needs.
• Contingencies: Contractor must provide 24/7 support for surge requirements during contingencies.
• Environmental & Safety: Compliance with OSHA, EPA, and relevant DoD/AF safety and environmental regulations is required.

Request for Information (RFI)

This RFI seeks information from industry regarding capabilities to provide Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for Air Force Logistics Readiness Squadrons. The Air Force Installation Contracting Command (AFICC) is considering a strategic sourcing/enterprise contract vehicle, potentially a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ), to support LRS-C across all Air Force bases. This RFI follows a previous one and includes a draft Performance Work Statement (PWS) for more detailed requirements.

• The draft PWS (Attachment 1) outlines the main technical/task requirements for LRS-C services, covering 6 functional areas.

• Vendors are requested to provide details on their capabilities to execute these tasks and relevant past performance.

• The government is contemplating a MAC IDIQ contract.

• Anticipated ordering period for the MAC is 5 years.

• Individual task orders are expected to range from one to five years in performance period (PoP).

• Vendors should respond by submitting Attachment 2 (Company Response, including General Company Info and Questions & Answers) and any additional supporting information.

• Responses should detail capabilities and capacity to satisfy the draft PWS requirements, avoiding simple restatement of PWS language.

• Responses are requested via email to richard.thorp.4@us.af.mil no later than close of business, 17 February 2026.

• The anticipated NAICS code is 561210 (Facilities Support Services) with a size standard of $47.0M.

• Responses from Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies are encouraged.

• Information regarding joint venturing or partnering plans to meet requirements is requested to assist in determining small business participation.
