Submission & Evaluation
Offerors must submit electronic proposals in three separate volumes: Business Proposal (Attachment 4 v.2), Technical Proposal (Attachment 5 v.2), and Price Proposal (Attachment 3). All responses must utilize the government-created worksheets. An active registration in the System for Award Management (SAM) database is required. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, assessing Business and Technical proposals as Acceptable/Unacceptable, and Price as Fair and Reasonable. Award will be made to the responsible offeror with acceptable business and technical factors, based on the lowest evaluated price.
