• Evaluation: Quotes will be evaluated using a comparative methodology to determine the best value to the Government. Evaluation factors include:

  • Experience: Assessed based on relevancy, recency, and quality of past performance, with greater consideration given to vendors whose experience strongly aligns with the project scope, size, and complexity.
  • Past Performance: Quoters must provide a narrative of at least 5 relevant contracts completed within the last 5 years.
  • Price: Will be evaluated for base items and all option items.

• Size Standard: $19.0 M.

• Set Aside: 100% small business set-aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project involves replacing and/or repairing shingle roofs on several buildings at the Plains Ranger Station in Plains, MT. The scope includes the bunkhouse, three residences, and one garage, with repairs also needed for a portion of the Main Office building.

• Removal and disposal of all existing shingles, underlayment, drip edging, and damaged roof sheathing.

• Inspection and repair of permanent flashings.

• Replacement of roof jacks/flashings at pipes and vents.

• Installation of new "Snow and Ice Shield" or approved equal for the bottom three courses of underlayment.

• Installation of new Asphalt shingles (40-year minimum, Class A fire rated, Architectural style) meeting 130 mph wind specifications.

• Protection and maintenance of seamless aluminum gutters.

• Adjustment or reattachment of gutters as necessary to facilitate drip edge installation.

• Disposal of removed materials at an approved waste site.

• Contractor is responsible for site visits to verify conditions and quantities.

• Roofing material submittals require COR approval at least ten days before on-site work begins.

• A proposed work schedule must be provided prior to starting work.

• Work must be performed between 8:00 am and 5:30 pm on weekdays and weekends, excluding Federal Holidays, unless otherwise approved.

• A competent superintendent must oversee the work, ensuring neatness, quality, and safety.

• A written and approved safety plan is required prior to commencing work.

• All disturbed areas must be restored to their original condition.

• Period of Performance: June 1, 2026, to October 31, 2026.
