Price evaluation will consider the total price for the basic requirement plus all options. Past performance will be reviewed using various resources (CPARS, SPRS, FAPIIS, SAM).

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire firm fixed priced, non-personal Longshoring (Stevedoring) services under an Indefinite Delivery Requirements (IDR) type contract to support pier operations for the NAVSUP FLCPH Ocean Terminals Division.

• Services will be ordered via Task Orders issued by NAVSUP FLCPH Contracting Officers.

• The Contractor shall provide all personnel, equipment, and supervision for services.

• Key tasks include:

  • Vessel Load Services (Roll on/Roll off - RORO, Lift on/Lift off - LOLO): Moving cargo from place of rest to vessel, lashing, installing government-furnished tarpaulins, debris removal, and cargo tally reporting.
  • Vessel Discharge Services (RORO, LOLO): Unlashing cargo, moving it to temporary rest, removing tarpaulins, debris removal, and cargo tally reporting.
  • Yard Management: Managing staging yards, segregating cargo, managing lane assignments, and minimizing staging time.
  • Post Vessel Operations: In-stow inspections and reporting of damages.

• 100% Compliance for providing personnel, equipment, and supervision.

• 99% Compliance for task order management.

• 100% Compliance for longshoring services, environmental controls, safety, and security requirements.

• Deliverables include Damage Reports, Cargo Tally Reports, and an Emergency Response Plan.

• Contract period: Twelve (12) month base period and four (4) 12-month option periods.
