Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire firm-fixed-priced, non-personal longshoring services for pier operations to support the onload of military equipment onto a vessel. The estimated day of performance is June 14, 2026.

• Provide all personnel, equipment, and supervision for longshoring services in accordance with best commercial practices.

• Attend government operational planning meetings.

• Vessel Load Services (RORO & LOLO): Move and lash cargo to its final stow location onboard the vessel per approved stow plans. Includes applying government-furnished tarpaulin covers, removing debris, and storing unused lashing materials. Excludes handling ammunition and driving military vehicles/aircraft. Loading must comply with CFR Title 49, IMDGC, and ICODES.

• Vessel Discharge Services (RORO & LOLO): Unlash and move cargo from stowed location to temporary place of rest. Includes removing tarpaulin covers, removing debris, and storing unused lashing materials. Excludes handling ammunition and driving military vehicles/aircraft. Discharge must comply with CFR Title 49, IMDGC, and ICODES.

• Yard Management: Manage staging yards according to government plans, segregating cargo as required. Ensure lane assignments and minimize cargo movement time in staging areas. Use fire lanes per CFR Title 29. Segregate cargo per DOD and applicable laws.

• Post Vessel Operations: Conduct 100% in-stow inspection of each hold/deck. Remove dunnage and lashing gear, and ensure work areas are clear of debris.

• All services to be provided in accordance with best commercial practices.

• Performance objectives include providing personnel, equipment, supervision, longshoring services, environmental compliance, safety compliance, and security compliance.

• Deliverables include Damage Reports, Cargo Tally Reports, Emergency Response Plan, and Accident Reports.

• Estimated day of performance: June 14, 2026.

• Primary place of performance: JBPHH Kilo and Hotel Pier.

• Environmental Controls: Comply with applicable Federal and State of Hawaii environmental laws and regulations. Notify COR immediately of any contamination or noncompliance. Coordinate with emergency responders for spills. Contractor is liable for clean-up costs of spills caused by them. Submit an Emergency Response Plan.

• Safety Requirements: Comply with OSHA, State of Hawaii, and Federal laws. Enforce PPE use and safe longshoring practices. Attend mandatory safety briefings. Report all accidents orally within 30 minutes and in writing by the next business day.

• Security Requirements: Services are unclassified. Personnel require a Transportation Workers Identification Card (TWIC) and base access (DBIDS credentials) for JBPHH. Contractor personnel must identify themselves as contractors. No commitments of US Government resources. Comply with US Navy rules and regulations. Demonstrated experience in managing commercial longshoring services is required.
