Statement of Work (SOW)

To acquire fuels management services for the Sublette Canyon Road Project (Aspen Lop & Scatter Units) to treat vegetation, rejuvenate quaking aspen, improve mountain shrub habitat for mule deer, and reduce wildland fire potential and severity.

• Treatment Area: Approximately 134 acres located 15 miles west of Malad, Idaho.

• Vegetation Types: Aspen (30%), Aspen/Conifer (50%), Brush, and Grass (20%). Tree densities range from 20%-60%.

• Primary Task: Lop and scatter treatment of trees and brush.

• Specifics for Lop and Scatter:

  • Cut all live conifer up to 20" diameter at breast height (dbh) and live aspen 6" dbh and under.
  • Cut three-fourths (3/4) of standing dead aspen.
  • Stump height not to exceed 6 inches.
  • No live limbs left on stumps.
  • Cut all Douglas Fir under 20" dbh within 75 feet of aspen stands.
  • Reduce slash to within 20 inches of the ground at all points; central stem length not to exceed 4 feet.
  • Scatter cut/scattered vegetation 50 feet away from unit boundary lines (pulled into unit).
  • All bucked material not to exceed 4 ft. in length.
  • Do not cut trees marked by BLM Land Survey signs or other cadastral survey indicators.

• Line Construction: May be required to aid in holding prescribed fire.

• Access: Legal public access will be identified; seasonal road closures may exist. Contractor assumes responsibility for additional access if desired.

• Work Quality: A minimum work quality standard of 90% is required, determined by inspections of sample plots.

• Inspection Criteria for Failure (if >10% of treated area exhibits):

  • Stumps taller than 6 inches.
  • Severed trees not bucked into 4-foot lengths.
  • Live limbs left on the stump.
  • Slash not reduced to within 20 inches of the ground.

• Rework: Areas not meeting satisfactory quality must be reworked.

• Performance Period: July 2nd, 2026, to August 29th, 2026.

• Location: Bureau of Land Management (BLM) administered land in Sublette Canyon Road, T13S, R34E, S18, near Malad, Idaho.

• Personnel: Maintain a safe working environment (OSHA standards). A qualified crew foreman must be on-site at all times.

• Work Hours: Between one-half hour before sunrise and one-half hour after sunset; no work on National Holidays unless authorized.

• Fire Prevention: Comply with Idaho State Fire Prevention Laws. Contractor must prepare a fire prevention and control plan if required. Specific firefighting tools and equipment must be provided and maintained.

• Work Camps: Must be in approved sites with prior written authorization and maintained in an orderly and sanitary manner.

• Government-Furnished Property: Shapefiles and Avenza maps with unit boundaries; BLM Representative (COR/PI) for technical guidance and inspections.

Vendors may conduct site visits independently as access is open to the public. No official government-led site visit is scheduled.

The Bureau of Land Management (BLM) is seeking fuels management services to treat vegetation in the Sublette Canyon Road Project area (Aspen Lop & Scatter Units) near Malad, Idaho. The primary goals are to rejuvenate quaking aspen, improve mule deer habitat, and reduce wildland fire potential and severity.

The contractor will provide all necessary tools, labor, equipment, and materials to perform thinning and slash treatment on approximately 134 acres. Specific tasks include:

• Building hand line.

• Removing trees: All live conifer up to 20" DBH, live aspen 6" DBH and under, and 3/4 of standing dead aspen shall be cut. Douglas Fir under 20" DBH within 75 feet of aspen stands will be cut.

• Treating slash: Lop and scatter all cut material so it is reduced to within 20 inches of the ground. Central stems shall not exceed 4 feet. Cut/scattered vegetation must be moved 50 feet away from unit boundary lines.

• Adhering to specific cutting restrictions, including not cutting trees marked by BLM Land Survey signs.

• Work quality will be assessed through plot inspections (at least 1% sample of the work unit).

• A minimum work quality standard of 90% is required for full payment.

• Failing ratings will be given if more than 10% of the treated area exhibits issues such as stumps taller than 6 inches, severed trees not bucked into 4-foot lengths, live limbs left on stumps, or slash not reduced to within 20 inches of the ground.

• Reworking of unsatisfactory areas will be required until satisfactory quality is obtained.

• Period: Estimated June 15, 2026, to September 30, 2026.

• Place: Sublette Canyon Road Project area, T13S, R34E, S18, approximately 15 miles west of Malad, Idaho, on BLM-administered land.

• Personnel: A qualified crew foreman must be on-site at all times. The crew must maintain a safe working environment following OSHA standards.

• Access: Legal public access will be identified. Seasonal road closures may exist. Contractor assumes responsibility for additional access if desired.

• Work Hours: Limited to one-half hour before sunrise to one-half hour after sunset. No work on National Holidays unless authorized. Work must be completed on weekdays (M-F) for government inspection.

• Fire Prevention: Compliance with Idaho State Fire Prevention Laws is mandatory. A fire prevention and control plan is required during closed fire seasons or high fire danger periods. Specific firefighting tools and equipment must be maintained and readily accessible.

• Site Visits: Vendors may conduct site visits independently as access is open to the public. No official government-led site visit is scheduled.

• Government-Furnished Property: Shapefiles and Avenza maps with unit boundaries will be provided. A BLM Representative (COR/PI) will be available for guidance and inspections.
