Prospectus

This prospectus solicits applications for a concession special use permit to operate and maintain developed recreation facilities on the Los Padres National Forest. The Forest Service is seeking a qualified applicant to provide high-quality public service in the operation and maintenance of these facilities. One permit will be issued for all recreation facilities.

• Operation and maintenance of developed recreation sites including campgrounds, day use areas, and trailheads.

• Providing high-quality customer service and generating revenue are critical.

• Applicants must submit a proposed annual operating plan, business plan, financial resources, and other required documentation.

• Compliance with all applicable federal, state, and local laws, regulations, and other legal requirements.

• Adherence to Forest Service standards for facility cleaning, maintenance, and resource protection.

• Permit term: Up to 5 years, with an option to extend for up to an additional 5 years.

• The current permit expires on October 31, 2026.

• The Forest Service selects the application that offers the best value to the Government, based on a trade-off between the fee to the Government and technical merit.

• Applications must be submitted by close of business 4:30 pm PST on April 24, 2026.

• A hard copy and an electronic copy on a flash drive are required.

• Evaluation criteria include: Proposed annual operating plan, business plan (experience and references), fee to Government, fees charged to the public, and financial resources.

• All applicants have an equal opportunity to apply, except for members of Congress, Resident Commissioners, and current Forest Service employees.

• Applicants are strongly encouraged to visit the sites before submitting an application.
