The sole-source award to JRAD is justified by their unique qualifications, unparalleled institutional knowledge, and instrumental role in the design and development of key LBIR components. Extensive market research identified no other capable sources without substantial cost duplication or unacceptable delays to MDA's mission. The Government plans to acquire unlimited rights to all deliverables and technical data to support future competition.
Scope of Work
The contractor will provide comprehensive support for the LBIR facility, including:
- Routine Operation & Maintenance: Ensuring continuous operational readiness of LBIR systems (e.g., Missile Defense Transfer Radiometer (MDXR), User Transfer Standard Radiometer (UXR), Collimators, Calibration Chambers).
- Calibration Support: Providing scheduled on-site and off-site calibration services for test chambers and blackbody sources, maintaining SI traceability.
- Metrology Infrastructure Modernization: Upgrading LBIR systems, implementing modern calibration frameworks, and developing advanced measurement standards and methods.
