Scope of Work
This BOA will serve as a framework for future firm-fixed price task orders to manage excessed or unwanted radioactive materials worldwide (CONUS and OCONUS). The scope is categorized into six tiers of complexity:
- Tier 1: LLRW packaging, shipping, and disposal.
- Tier 2: Low-Level Mixed Waste (LLMW) packaging, shipping, and disposal, including hazardous materials.
- Tier 3: Decommissioning Support, such as radiological surveys.
- Tier 4: Site Disposal Operations, involving long-term mobilization for remediation.
- Tier 5: Technical Radiation Protection, Not Otherwise Specified.
- Tier 6: Emergency Response for incidents involving Department of War radioactive materials. Contractors must possess appropriate radioactive material licenses and provide qualified personnel, including trained waste shippers/brokers.

Submission Requirements & Evaluation
Offerors must submit Qualification Documentation for BOA Acceptance Proposals electronically. A Mandatory Contractor Questionnaire (Attachment 002) is required, covering company information (UEI, CAGE, NAICS 562910, 562211), 8(a) status, broker access, radioactive material licenses, and evidence of decommissioning and site disposal operations experience. A self-assessment for tier qualification is also mandatory. The government may use Artificial Intelligence (AI) tools to assist in proposal analysis, but final evaluation judgments and source selection decisions will remain with government personnel.
