Quick Summary
The Department of the Navy's Program Office (PMS 435), under the Direct Reporting Portfolio Manager (DRPM) for Submarines, is hosting an Industry Day and conducting market research for the Low Profile Mast (LPM) program. This Sources Sought notice aims to brief interested parties on the LPM program, including functional and performance specifications for Type 20 and 24 LPMs and Rotational Modules (RMs), periscope technology progression, and acquisition strategy. The event will also solicit industry feedback and gather insights on technical capabilities and manufacturing capacity via a questionnaire. The Industry Day is scheduled for June 22, 2026, in the Washington, D.C. area.
Scope of Opportunity
The LPM is a next-generation, modular, non-hull-penetrating optronic and photonic imaging sensor critical for U.S. Navy fleet submarine classes, providing all-weather imaging capabilities. It integrates into the AN/BVY-1 Integrated Submarine Imaging System (ISIS) and consists of four major components: Antenna Assembly (AA), Sensor Module (SM), Electronics Module (EM), and Rotational Module (RM). The Industry Day will cover:
- Type 20 and 24 LPM functional and performance specifications.
- LPM Rotational Module (RM) functional and performance specifications.
- Periscope technology progression.
- Program and acquisition strategy.
Industry Day Details
The event will take place on June 22, 2026, from 1000 to 1630 EDT, in the Washington, D.C. area. Specific location details will be provided to pre-registered and approved companies. Pre-registration is mandatory by June 12, 2026, at 1700 EDT, using the "LPM Photonics Mast Industry Day Registration Form." Each company is limited to two participants for the general presentation and up to six for one-on-one engagement sessions. Virtual attendance is not available. One-on-one sessions will be held from 1200 to 1600 EDT, offering a chance for industry to provide feedback; slots are limited and assigned on a first-come, first-served basis. All events will be held at the UNCLASSIFIED – Controlled Unclassified Information (CUI) level.
Market Research Questionnaire
To support this market research, PMS 435 has attached a questionnaire to gather insights on industry's technical capabilities, manufacturing capacity, and business models for LPMs and components. Detailed guidance for requesting access to CUI-marked performance and functional specifications for Type 20/24 LPMs and RMs is provided. Qualified vendors must submit a registration form to receive a Terms of Use Agreement (TOUA), which must be signed and returned before CUI is released. Requests for the TOUA must be submitted by June 24, 2026. Responses to the questionnaire are due by June 30, 2026, 5:00 pm EDT. Participation in the Industry Day and questionnaire are independent.
