Notice of Intent to Sole Source 

Requirement Description: Research, development, laboratory-scale formulation, prototype production, and material characterization for advanced solid rocket motor internal insulation materials capable of meeting extreme low-temperature operational requirements. Deliverables include test data, prototype-scale material lots, material samples, reports, and supporting documentation. 

Sole-Source Rationale: R.E. Darling Co., Inc. (REDAR)  is the only responsible source with the proprietary formulations, specialized personnel, and large-scale rubber-processing infrastructure needed to meet NAWCWD performance and schedule requirements. A Sources Sought Notice was posted to SAM.gov on 19 September 2024 under PR N68936-24-R-0043, and REDAR was the only respondent.  

Response Instructions: This notice is not a request for competitive proposals. However, interested parties may submit a capability statement demonstrating clear and convincing evidence that competition is possible. 

Responses must include: 

  • Demonstrated technical capability to meet low-temperature insulation performance requirements 

  • Evidence of access to required proprietary data or equivalent qualified technology 

  • Ability to deliver production-scale material within the required timeframe
