Statement of Work (SOW) / Performance Work Statement (PWS)

To repair two failed HVAC units at the National Weather Service (NWS) Weather Forecasting Office (WFO) in Oxnard, CA, restoring them to working condition.

Air Handling Unit (AHU) #2:

• Troubleshoot the unit.
• Remove and replace the failed Variable Frequency Drive (VFD) compatible with the Delta Building Automation System (BAS).
• Remove and replace the fan motor.
• Replace weakened or broken materials due to excessive vibration (e.g., motor mounts, brackets).
• Verify and adjust refrigerant charge to manufacturer specifications and environmental codes.

Condensing Unit #3:

General Requirements:

• Provide all labor, material, equipment, supervision, and transportation.

• Adhere to EPA guidelines, specifications, and accepted trade/industry standards.

• Systems must be returned to on-line status and fully operational.

• Security: All personnel must be legal US citizens or immigrants. Contractor personnel must be escorted by NWS employee at all times on government property.

• Vehicles: Contractor vehicles must be clearly identified with the contractor's name and maintained in good repair.

• Cleanup: Remove all debris, tools, and surplus materials; leave the area neat and clean. Dispose of waste off-site according to regulations.

• Government-Furnished: Government will provide designated lay-down areas, electricity, and water.
