Performance Work Statement (PWS)

This PWS outlines the requirements for liquid waste removal services for vehicle-accessible vault-equipped facilities at the U.S. Army Corps of Engineers Lucky Peak Dam & Lake in Ada and Boise Counties, ID.

• Service Area: Various locations at the Lucky Peak Dam & Lake boundary.

• Facilities: Primarily CXT Cascadian model single and double-vault restrooms (1,000-gallon capacity vaults). Also includes two 1,200-gallon vaults for Volunteer Park Hosts, a 1,200-gallon vault at Spring Shores Marina (potential transfer location), and a septic system vault at the Lake Office.

• Core Task: Completely emptying sewage holding vaults of sewage, litter, and debris. Cleaning and disinfecting interior surfaces affected by spillage.

• Disposal: Contractor is responsible for all costs and licensing for disposal of waste materials at approved locations in accordance with applicable County, State, and Federal regulations. No discharge on Government property.

• Specific Services:

  • Routine Service: For CXT Cascadian vaults when they reach approximately 2/3 capacity.
  • Call-Out Services: For Volunteer Park Host and Vessel Pump-Out sites when vaults reach approximately 80% capacity. Services required within four business days of request.
  • Deer Flat Service: Specific service for two CXT Cascadian single-vault toilets at a remote location, typically August or September, on a call-out basis.
  • Lake Office Septic Vault Service: On a call-out basis, with the Government exposing the vault cover.

• Exclusions: Services will not be performed on weekends or Federal Holidays.

• Acceptable Quality Level (AQL): 95% for all performance objectives.

• Key Objectives:

  • Vaults completely emptied of sewage, litter, and debris.
  • Interior surfaces cleaned and disinfected after spillage.
  • Litter removed and disposed of properly.

• Surveillance: 100% Random Visual Inspection.

• Deficiency Correction: Safety issues require correction within 4 hours; non-safety issues within three days.

• Period: Base Year (May 1, 2026 - March 31, 2027) + Two Option Years (April 1, 2027 - March 31, 2028 and April 1, 2028 - March 31, 2029).

• Place: Lucky Peak Dam & Lake boundary, Ada and Boise Counties, ID.

• Contractor Responsibilities: All costs, labor, credentials, certifications, insurance, equipment, materials, supplies, transportation, and supervision.

• Quality Control: Contractor must maintain an effective Quality Control Program.

• Government Quality Assurance: Government reserves the right to inspect and test all services.

• Safety: Compliance with EM 385-1-1, Idaho State Health Code, OSHA, and local codes. Activity Hazard Analysis and Hazardous Spill Plan required.

• Security: Suspicious Activity Reporting Training, E-Verify Program for personnel screening, compliance with FPCON, HPCON, and access control procedures.

• Reporting: Submit Safety Exposure Report with each invoice.

• Communication: Maintain a 24-hour contact number.

• Keys: Contractor liable for lost keys and associated costs.

• Equipment: Must be in satisfactory operating condition and meet safety requirements.

• Insurance: Certificate of liability insurance required prior to work commencement.

• Pre-Work Meeting: Required at least five days prior to work commencement to discuss requirements and provide proof of insurance, licenses, etc.

• Appendix A provides reference maps of vault sites.

• Figures 1-4 show elevation and plan views of CXT structures.

• Line items for Deer Flat Service (X002) and Call-Out Services (X003) are Estimated Quantity Line Items; payment is for actual work performed.
