Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) supplements existing Task Group Instructions (TGIs) to define the scope of work for the USS Rafael Peralta (DDG-115) contract. It identifies applicable technical reference documents and outlines general tasks required by the Government.

• The contractor is required to accomplish work on #1, #2 & #3 LPACs (Low Pressure Air Conditioners) in accordance with specified TGIs and references.

• Tasks include maintenance, inspection, programming, and adjustment of internal components of the LPACs Programmable Logic Controller (PLC) to ensure satisfactory operational tests.

• The contractor must provide (V/G) test and inspection records to the SRF QA.

• Services performed must meet requirements 100% of the time.

• Any problems or questions encountered by either party are to be addressed within 2 business days.

• Invoices must be submitted with COR/Surveillance Officer signature.

• 100% compliance with FAR clause 52.222-50, Combating Trafficking in Persons, is required.

• Period of Performance: August 17, 2026, to September 12, 2026 (26 Days).

• Place of Performance: USS Rafael Peralta (DDG-115) at U.S. Naval Ship Repair Facility SRF-JRMC, Yokosuka, Japan.

• Government Furnished Property/Services: Crane and rigging, utility services (electrical, low pressure air, water, steam), safety and gas-free inspections for SRF-JRMC employees, and Quality Assurance (QA) inspections will be provided.

• Contractor Furnished Property: The contractor shall provide all other necessary equipment and materials.

• Contractor in the Workplace: Specific rules apply to identification, e-mail addresses, correspondence, answering telephones, and handling of equipment. Contractor personnel are prohibited from operating lifting/handling equipment without prior consent.

• Restrictions: Parking, use of restricted colors (magenta/yellow), radio operation, use of privately owned computers/cell phones, and photography/recording are restricted.

• Safety and Environmental: The contractor must comply with all applicable Federal, state, and local laws, OSHA requirements, and environmental regulations. The contractor is solely responsible for employee safety and environmental compliance.

• Security: Contractor personnel may require access to Operations Area (OA) or Industrial Area (IA) and will need to be issued a Security Pass/ID Badge. Certain restrictions apply to individuals with felony convictions and foreign nationals.

• Manpower Reporting: The contractor must report all contractor labor hours via a secure data collection site (http://www.ecmra.mil/).

Solicitation / RFP / RFQ

This is a sole source requirement for Low Pressure Air Compressor (LPAC) Maintenance services. The government anticipates awarding a firm, fixed-price contract.

• The core service is the maintenance overhaul of Low Pressure Air Compressors.

• The specific requirements are detailed in Section J, Attachment 1, Performance Work Statement.

• DFARS 252.211-7003, Item Identification and Valuation, is applicable, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Contract Type: Firm Fixed Price.

• Period of Performance: August 17, 2026, to September 12, 2026.

• Delivery: FOB Destination.

• Offer Due Date: April 22, 2026, 10:00 AM.

• Questions Deadline: 2 days prior to the solicitation closing date, to be submitted via email to Sara Robinson (sara.e.robinson.civ@us.navy.mil).

• Evaluation: Price for reasonableness and past performance will be evaluated as part of the responsibility determination.

• Submission of invoices will be via WAWF (Wide Area WorkFlow).

• This acquisition is listed as "UNRESTRICTED".

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance).

• Size Standard: $14 million.

• Offerors must note any exceptions to the solicitation's terms, conditions, specifications, or SOW/PWS. Failure to do so implies acceptance of all terms.

• A single award will be made for all items; quotes for less than the entire effort may be deemed unacceptable.

• Information is provided regarding requirements for contractor employees seeking to enter Japan, including necessary documentation and procedures.
