Eligibility & Set-Aside

Proposals from Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged. FFRDCs are not eligible for direct awards but can participate in teaming arrangements. QuaCR Fellowship applicants must be U.S. citizens.
