Opportunity Overview

This notice is for market research only and does not constitute a Request for Proposal. The U.S. Government seeks capability statements from interested parties to integrate a Government-designed lethal payload section with a commercially available or modified unmanned commercial air vehicle. The LRPM is intended to provide Army Aviation and Ground Forces with a precise, long-range (greater than 100km) lethal capability in complex and denied environments.

Scope of Work

Major efforts include:

• Integrating a Government-designed payload (drawing package provided, vendor acquires payload components) onto a contractor-proposed Commercial Off-the-Shelf (COTS) or Modified COTS (MCOTS) unmanned air vehicle.
• Ensuring the final LRPM prototype is launch-capable from the Government-designed Launched Effects Dispenser for Ground and Rotorcraft (LEDGR).
• Conducting and supporting laboratory and field testing for safety qualification and material release.
• Developing manufacturing capability and delivering 200 to 600 fieldable LRPM prototypes between June 2027 and September 2031.
• Providing technical and sustainment support to U.S. Army units.

Key Requirements / Deliverables

The Government will provide Technical Data Packages (TDPs) and software for the payload, seeker, and guidance systems. The selected contractor will be responsible for procuring all necessary components and integrating them into a complete All-Up-Round (AUR). The payload includes a Combined Effects Warhead (CEW), Electronic Safe and Arm Device (ESAD), and Miniaturized Front End Laser Proximity Sensor (MFELPS), a Hood Tech seeker, and Multiple Simultaneous Engagement Technology (MSET) software.

Contract & Timeline

• Anticipated Funding: $100M - $200M.
• Contract Type: Anticipated Prototype Other Transaction Agreement (OTA) award in October 2026.
• Prototype Deliveries: June 2027 - September 2031.
• Follow-on: Successful prototype completion may lead to a follow-on production contract without competitive procedures (10 U.S.C. 4022(f)).

Interested parties must submit a concise capability statement (max 15 single-sided pages, Arial 10 font) addressing:

• Section A: Corporate Information (CAGE, UEI, business size, socioeconomic status).
• Section B: System Description & Technical Capability (proposed COTS/MCOTS UAV, integration approach for USG payload, TRL/MRL, LEDGR compatibility, testing approach).
• Section C: Manufacturing and Production (capability for 200-600 prototypes, supply chain risk mitigation).
• Section D: Past Performance (up to three relevant prototype contracts).
