• Estimated Value: Between $16,000 and $18,500.

• Period of Performance: Preferred schedule is 60 calendar days after receipt of Notice to Proceed (NTP). NTP is expected within 30 calendar days of award.

• A payment bond will be required if the award amount exceeds $35,000.

• Quotations must include a signed SF 1449 with prices, a one-page capability statement, and acknowledgement of amendments.

• Quoters are encouraged to quote alternative terms for the performance period.

• Quotations must be held firm for 60 calendar days from the specified receipt date.

• Evaluation will be based on technical risk and price. Experience, technical qualifications, and past performance will be assessed for technical risk.

• This acquisition is 100% set-aside for small businesses.

• A pre-quotation conference and site visit will be held on 7 May 2026. Registration is required by 30 April 2026.

• FAR clauses 52.236-2 and 52.236-3 regarding site conditions and investigations are included.

• Construction Wage Rate Requirements (Davis Bacon) are applicable.

• The Buy American Act applies to construction materials.

Statement of Work (SOW)

To repair Building 37 at Jefferson Barracks Air National Guard Station, ensuring its primary and backup electrical systems function correctly during power outages by repairing the outdoor transfer switch.

• Reroute wires from the transformer to the interior switchgear, bypassing the outdoor Automatic Transfer Switch (ATS).

• Remove/disconnect interlocks between the inside and outside main switches.

• Replace the three-phase service with approximately 16 conductors, 500 MCM size (quantities and sizes to be field verified).

• Schedule all work and planned power outages in coordination with the Civil Engineering Office and Building 37 occupants, minimizing electrical downtime.

• Period of Performance: 90 days from Notice to Proceed.

• Work hours: Regularly established Air National Guard duty hours, Monday-Friday, 7:00 AM to 4:00 PM, unless otherwise arranged.

• Historic Building: Building 37 is on the National Historic Register. Contractor must protect the building's exterior and comply with National Park Service preservation guidelines.

• Access & Security: Contractor personnel require background checks and must comply with installation access and local security policies. All personnel need a valid photo ID and are subject to searches. Access requests must be submitted via DBIDS at least 3 days in advance.

• Site Operations: Coordinate construction to ensure safe operation of ongoing government activities. Parking is in designated areas. Construction area must be kept neat and clean daily.

• Waste Management: Contractor is responsible for legal off-base disposal of demolition and construction waste. Weight tickets and disposal certificates are required. Hazardous Waste Manifests must be signed by a Base Environmental Office representative.

• Safety: All work must comply with OSHA, AFOSH, and other applicable safety regulations.

• Warranties: One-year warranty on materials and workmanship, plus manufacturer warranties.

• Hot Work Permits: Required for welding/open flame devices, with 24-hour advance notice to the CE project manager.

• An updated one-line diagram of the building's backup power system.
