Scope of Work
The project involves rerouting wires from the transformer to the interior switchgear, bypassing the outdoor MTS, and removing/disconnecting interlocks between the inside and outside main switches. It also requires replacing the three-phase service with approximately 16 conductors, 500 MCM in size (subject to field verification). Work must be coordinated with the Civil Engineering Office and Building 37 occupants to minimize electrical downtime.
Special Requirements:
- Historic Building: Building 37 is on the National Historic Register; precautions must be taken to protect its exterior and comply with National Park Service preservation guidelines.
- Access & Security: Contractor personnel require escorts, background checks, valid photo IDs, and are subject to random searches. DBIDS access requests must be submitted at least 3 days in advance.
- Waste Management: Contractor is responsible for legal off-base disposal of all demolition and construction waste, including providing weight tickets and disposal certificates. Hazardous Waste Manifests require a Base Environmental Office representative's signature.
- Safety: All work must comply with OSHA, AFOSH, and other applicable safety regulations. Hot Work Permits are required with 24 hours advance notice.
- Utility Coordination: The contractor is responsible for coordinating with Ameren and obtaining any necessary outage permits.
Contract Details
- Contract Type: Firm Fixed Price (FFP)
- Estimated Value: Between $16,000 and $18,500. A payment bond will be required if the award amount exceeds $35,000.
- Period of Performance: A preferred schedule of 60 calendar days after receipt of Notice to Proceed (NTP). NTP is expected within 30 calendar days of award. Bidders are encouraged to quote a realistic performance period.
- Applicable Regulations: Construction Wage Rate Requirements (Davis-Bacon Act) and the Buy American Act apply. The Government is exempt from Missouri sales taxes.
- Warranty: All work is covered by a one-year warranty on materials and workmanship, plus manufacturer warranties, starting from the date of final Government acceptance.
