• Past performance will be rated as Acceptable, Neutral, or Unacceptable.

• A site visit is scheduled for April 1, 2026, at 1:30 PM MT.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to reconstruct portions of the Lucerne Campground.

• Base Work:

  • Demolition of two existing restroom buildings and adjacent concrete sidewalks. Existing utilities (potable water, sewer, electrical) are to remain as designated.
  • New construction includes furnishing and installing precast concrete restroom buildings (with showers) in Loops E and F, including sidewalks, signs, finish grading, and new electrical service connections to existing water and sewer systems.
  • Construction of new family unit shelters in Loops E and F.
  • Construction of a portion of the irrigation water main line.
  • Installation of electrical control wiring for Zones 26 to 29 and Treeline Bubbler Zones.
  • Asphalt trench repair.

• Optional New Construction Work:

  • Windscreens: Constructing wind screen fencing for family units in Loops E and F.
  • Roadside Strips Planting and Irrigation System (Zones 26 to 29): Installing landscaping, hydroseeding, and constructing an irrigation system for roadside strip areas.
  • Loops E & F Planting and Irrigation Systems (Zones 18 to 25): Installing landscaping, trees, hydroseeding, and constructing an irrigation system.
  • Irrigation Mainline Segments 2 & 3: Constructing irrigation mainline segments, including asphalt trench repairs.
  • Tree Line Bubblers Irrigation System: Constructing an irrigation system for existing trees along the "Tree Line" parallel to the Entrance Road.

• Period of Performance: May 11, 2026 – November 30, 2026.

• Project Location: Flaming Gorge National Recreation Area, Ashley National Forest, Daggett County, Utah.

• Construction areas will be closed to the public; the Contractor is responsible for signing and limiting public access.

• Access to Loops A, B, C, D & G and the main entrance road must remain open to the public, except when work is being performed in those areas.

• Contractor must provide materials and labor to protect streams and lakes.

• All construction equipment must be pressure washed before entering National Forest System lands to prevent the transportation of noxious weeds.

• Dust abatement measures are required.

• Water is available on-site for construction purposes; potable water shall not be used.

• Traffic control plan must be submitted and approved.

• Work camps, staging, and storage areas require CO approval.

• Contractor acknowledges having investigated site conditions.

• Base Contract Time: 180 Calendar Days.

• Option Contract Time: 30 calendar days for each awarded option.
