Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Land Management (BLM) requires a qualified contractor to perform road operation and maintenance (O&M) on Bessemer Mine Road in Johnson Valley, CA. The road surface was significantly eroded due to Tropical Storm Hilary.

• Furnish labor, equipment, supplies, and materials for road O&M.

• Site Preparation: Clear debris, vegetation, and obstructions. Grade the subgrade to a 2% cross slope, ensuring proper water runoff. Scarify existing road surface and apply clean water for optimal moisture content before aggregate placement.

• Placement (Spread and Compaction): Spread Class 2 aggregate road base in lifts of 6 to 8 inches. Water the base during compaction. Achieve proper density and eliminate air voids using a roller compactor. The final compacted road surface thickness must be 6 inches, with a final road width of 24 ft (+/-). Daylight road surface edges to the existing ground.

• Environmental Considerations: Control dust, minimize site disturbance, and properly dispose of all trash, debris, and construction waste. Immediately contain, clean up, and dispose of any oil or hazardous material spills according to regulations.

• Traffic Control: Comply with jurisdictional authority requirements. Protect existing site improvements. Maintain access for the public and emergency personnel. Minimize interference with adjacent facilities. Do not close or obstruct roads without permission and provide alternate routes if necessary.

• The road work area is approximately 1.75 miles in length by 24 ft in width.

• Work deemed unsatisfactory must be removed and replaced by the contractor.

• Performance Period: 14 calendar days. No weekend work is allowed unless approved by the BLM COR.
