Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Land Management (BLM) requires a qualified contractor to perform road operation and maintenance (O&M) on the Indian Wells Canyon Road in Inyokern, CA. The road has been significantly eroded by Tropical Storm Hilary.

• Furnish labor, equipment, supplies, and materials for road O&M.

• Site Preparation: Clear debris, grade the road to ensure proper water runoff (max 2% cross slope), scarify and moisture-condition existing surfaces, balance cut and fill using native material, and establish rolling dips and spacing based on downgrade. New road grade should not exceed the existing grade.

• Placement (Spread and Compaction): Spread native fill in lifts of 6-8 inches, water as needed for compaction, and use a roller compactor to achieve proper density and eliminate air voids. The final road width will be 22 ft (+/-).

• Environmental Considerations: Control dust, minimize site disturbance, properly dispose of all generated trash and debris, and manage any hazardous material spills according to regulations.

• Traffic Control: Comply with jurisdictional requirements, protect existing site improvements, maintain access for the public and emergency personnel, minimize interference with adjacent operations, and provide alternate routes if roads are obstructed.

• Work Area: Approximately 1.70 miles in length and 22 ft in width.

• Performance Period: 45 calendar days to complete the O&M road work. No weekend work is permitted without prior arrangement and approval.
