This document is a Sources Sought Technical Description to conduct market research for contract support to the Marine Corps Information Maneuver School (MCIMS), Marine Corps Intelligence Schools (MCIS), and Marine Corps Training Command (TRNGCMD). The effort aims to provide instruction for Marines to obtain Civil Affairs Military Occupational Specialty (MOS) and Influence MOS, as well as training in Civil Affairs Operations (CAO), Civil-Military Operations (CMO), and information operations planning. This training supports the Fleet Marine Force (FMF) and unit staffs at various levels.

• Instruction for Civil Affairs MOS, Influence MOS, CAO, CMO, and information operations planning.

• Training delivered to MCIMS, MCIS, and TRNGCMD.

• Support for Marine Corps CA MOS Course, CMO Planner, and IO planner students.

• Training for unit staffs at all levels, including MAGTF, Joint, and Coalition staffs.

• Anticipated NAICS Code: 611430 (Education/Training- Training/Curriculum Development) with a $15 million size standard.

• Contract type is anticipated to be Firm Fixed Price.

• The requirement includes one base year with four follow-on option years.

• The incumbent contractor is Green Cell Consulting LLC (Small Business).

• This is NOT a Request for Proposal; it is for informational purposes only.

• Responses are requested from qualified and capable sources, particularly Small Businesses (including Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies).

• Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services, in bullet format.

• Responses must include: Business name and address; Company representative and title; Type of Business; UEI and Cage Code; available contract vehicles (e.g., ENCORE II, GSA Schedules).

• Industry feedback is requested on alternative NAICS codes, clarity of the PWS, familiarity with USMC direction in Information Maneuver, MarineNet, adult learning theory, USMC doctrine, SATE, MCPP, JPP, and Force Design 2030.

• The government is determining the level of participation by small businesses.

• Two or more qualified and capable small businesses must submit responses to demonstrate qualifications for a potential small business set-aside.

• Responses must demonstrate ability to perform in accordance with FAR 52.219-14 (Limitations on Subcontracting).

• No funds are available to pay for response preparation.

• All information submitted is voluntary and becomes government property.

• Proprietary information must be clearly marked.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing academic support to the Marine Corps Information Maneuver School (MCIMS). The goal is to deliver instruction and curriculum development for various courses related to Civil Affairs (CAO), Civil-Military Operations (CMO), and Information Warfare (IW).

• Provide instruction for courses including CA MOS Course, CMO Planner, IO Planner, Stability Operations, MARCIMS, and SAF.

• Develop and maintain lesson plans, courseware, and curriculum materials.

• Facilitate services for students to organize, train, and lead CA/Influence units and conduct operations.

• Support Mobile Training Teams (MTTs) for various courses.

• Conduct doctrinal analysis and review to ensure alignment with current and evolving doctrine.

• Develop scenarios and vignettes for training exercises.

• Provide IT support for field exercises.

• Contractor must ensure quality of technical products supports scheduled milestones.

• Effective staffing and resource utilization is required.

• Performance will be evaluated based on adherence to the PWS and quality of deliverables.

• Primarily at government-provided facilities at the MCIMS facility in Quantico, VA.

• May include contractor-provided spaces and other CONUS/OCONUS locations.

• Instructors must possess comprehensive practical knowledge in IO, EW, IW, OPSEC, MILDEC, and CMO/CAO.

• Personnel must possess a U.S. Secret clearance for CMO/CAO courses, TS-SCI for IO Planner courses, and NATO Secret clearance.

• Experience in curriculum development and using the Marine Corps Training Information Management System (MCTIMS) is required.

• Knowledge of adult education principles and instructional systems is necessary.
