M134D Mini Gun Weapon and Sensor Operator and Maintainer Comprehensive Training

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive training to U.S. Army Soldiers on the proper operation, maintenance, and usage of M134D Mini Guns and sensors.

• Provide non-personal services for training on the M134D Mini Gun.

• Supply all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision.

• Conduct hands-on classes covering operation, maintenance, and usage.

• Services include teaching Soldiers how to properly use and maintain the M134D Mini Gun.

• Primary Period: 23 February – 27 February 2026.

• Alternate Period: 9 March – 13 March 2026 (if primary is not executed).

• Location: Fort Bliss, Texas (classroom and live fire range).

• Total training duration: 5 days (4 days classroom, 1 day live fire).

• Instructors must hold certification or documentation proving qualifications for operating and maintaining M134D Mini Guns, with prior military or equivalent civilian experience.

• Training materials must be developed and delivered comprehensively, including student handbooks, visual aids, maintenance checklists, and safety guides.

• Equipment (2x M134D Mini Guns) must meet operational and safety standards, be in good working condition, and be fully functional.

• Deliverables include a training schedule, daily training reports, and post-training assessment results.

• Performance is evaluated based on 100% compliance for personnel, materials, equipment, and deliverables, with a 24-hour response time for personnel-related issues and no more than 1 verified complaint per course/month for materials and equipment.

• Classroom facilities.

• Live fire range, range safety officers, range personnel, and transportation to/from the range.

• All utilities for the classroom and range.

• Ammunition for the live fire portion.

• All personnel, equipment, supplies, transportation, tools, materials, and supervision.

• 2x M134D Mini Guns and all required equipment and parts for training.

• All training materials (student handbooks, visual aids, maintenance checklists, safety guides).

• All contractor personnel must be vetted per Fort Bliss security regulations.

• Completion of AT Level I Awareness training by 23 February 2026.

• Compliance with installation access requirements and personal identity verification.

• Possession of a Common Access Card (CAC) may be required, contingent on a favorably adjudicated Tier 1 background investigation.

• iWATCH training, AVS registration, IA/IT training, and CIAR training are required for contractor personnel as applicable.

• The government intends to award a firm-fixed-price contract.

• Contractor shall not be supervised or controlled by the government.

• Performance will be observed by a Government Contracting Officer's Representative (COR).

• Contractor shall attend post-award conferences and progress meetings.

• Recognized U.S. federal holidays are excluded from workdays.

Sources Sought / Market Research

This document is a Sources Sought notice to conduct market research for the procurement of services related to the M134D Mini Gun Weapon and Sensor Operator and Maintainer Comprehensive Training. The government is seeking to identify interested parties with the resources to support this requirement and intends to procure these services on a competitive basis. The requirement may be set-aside for small businesses or procured through full and open competition, with the possibility of multiple awards.

The services involve non-personal contract training on the M134D Mini Gun, including hands-on instruction, system disassembly/reassembly, malfunction identification, corrective actions, and preventive maintenance. The training aims to ensure Soldiers achieve high proficiency in Security Force Operations and combat marksmanship. The contractor will deliver a Training as a Service (TaaS) focusing on system operation, maintenance, troubleshooting, and sensor integration, utilizing synthetic or live-fire configurations at Fort Bliss, Texas. The training includes a five-day period of performance.

• Comprehensive training on M134D Mini Gun Weapon system operation, maintenance, troubleshooting, and sensor integration.

• Provision of training materials (student handbooks, visual aids, maintenance checklists, safety guides).

• Analysis, subject matter expertise, operational and technical support, resource management, and Site Lead support.

• Employment of qualified instructors with prior military experience or equivalent civilian experience.

• Compliance with installation access, security policies, and personal identity verification requirements.

• Anticipated Contract Type: Firm-Fixed Priced.

• Estimated Period of Performance: Five (5) days, beginning February 23, 2026, and ending February 27, 2026.

• Potential for tasking under Service Contract Act or collective bargaining agreement.
