Quick Summary
The Department of Veterans Affairs (VA), specifically VISN 5, is conducting market research through a Sources Sought notice for an Electronic Drawing Development and Management System. This system will provide web-based tools to store, share engineering drawings, assign space, and report usage across VISN 5's eight VA medical campuses and associated clinics. Responses are due by February 19, 2026.
Purpose & Scope
VISN 5 requires a comprehensive, multi-user, multi-tasking system to manage building records and files, making them accessible to VA staff. The system will support all VISN 5 VA campuses and community clinics. The contractor will provide all necessary supervision, coordination, staffing, software, licenses, website access, training, and backup services.
Key components and services include:
- Electronic Drawing Library: Capture, scan (PDF), upload, and maintain existing paper and electronic drawings with associated metadata (Building, Floor, Discipline, Project Year, etc.).
- Capital Asset Inventory (CAI) Database: Track space assignments and generate CAI reports, potentially requiring contractor walkthroughs for data collection.
- Secure Hosting: Host the database and web portal on a FedRAMP-compliant secured server, providing 24/7 access and unlimited technical support. The database must be developed within six months of contract award.
- System Modules: Implement various modules including Space Management, As-Builts (with AutoCAD/Revit viewing capabilities), Drawing Development (Architectural, Electrical, Mechanical, Plumbing, etc.), Building Information Modeling (BIM), Digitization Services, Fire Life Safety, Employee, and Occupancy Tracking.
- Database Maintenance: Incorporate changes from ongoing additions or renovations, including field measurements and drawing updates.
- Field Verification Surveys: Conduct onsite surveys to verify and update as-built drawings, HVAC/mechanical, plumbing, electrical, telecom systems, and Life Safety drawings. Life Safety task orders require a licensed Fire Protection Engineer (FPE) with specific healthcare occupancy experience.
- Training: Provide annual on-site training per facility and online sessions as needed.
