• Deviations from Specs: Small deviations from published specifications (not Mil-Spec) may not lead to automatic disqualification but will be reviewed case-by-case for impact on performance. Vendors should document deviations.
• Mil-Spec Components: Only components specifically identified as Mil-Spec in the SOW are required to be Mil-Spec.
• Manufacturer Markings: Manufacturer markings on submitted rifles must be minimized or obscured. Minor marks from removal are acceptable and will not violate requirements. This applies only to submitted samples, not future production items.
• Small Business Set-Aside: This is a total small business set-aside. The non-manufacturer rule applies, requiring a small business offeror to manufacture 50% plus of the total cost of the end item or supply a product manufactured by another small business.
• ISO 900X Certification: Required only for entities directly involved in manufacturing, assembly, or fabrication of the weapon or its components. Distributors or resellers not involved in these activities do not need ISO certification but must clearly state their role.
• Trigger Requirements: For semi-automatic lower receivers, the intent is for them to be compatible with the same single-stage or two-stage trigger specified for select-fire configurations, but function only in semi-automatic mode. Target item part numbers are examples, not mandatory.
• Magazine Catch/Release: An ambidextrous magazine catch/release is required, as specified in SOW Section 4.6.25. The reference to an optional item will be removed.
• M-LOK Screw Length: M-LOK accessory screws must be short enough to clear the free-floated barrel and gas block. Modified screw lengths are permissible if they ensure reliable attachment and clearance, but other M-LOK dimensions must remain TDP-compliant.
• Proposal Submission Volumes: Volumes I, II, and III are required for submission; there is no Volume IV.
• Training Materials: Training materials (e.g., Armorer's Manual) are not required for proposal submission. Offerors must self-certify their ability to provide them if awarded.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the procurement of M4-Style AR platform rifles, replacement parts, accessories, and armorer training for U.S. Customs and Border Protection (CBP).

• Procurement of complete M4-Style AR platform rifles chambered in 5.56x45mm NATO, including various configurations, complete upper and lower receiver assemblies, and all individual parts.

• All parts and components must be available as individual contract line items in bulk or separately.

• Armorer training to ensure designated agency armorers achieve and maintain OEM Armorer Certification.

• Provision of administrative and logistical support, including customer service, shipping, and invoicing.

• All parts, assemblies, and complete rifles must be interchangeable with MILSPEC M4 Style AR platform rifles and meet or exceed applicable U.S. military specifications.

• Specific performance standards include compatibility, reliability, accuracy, durability, and trigger weight.

• Reliability/durability testing will involve firing a minimum of 9,600 rounds per rifle assembly.

• The contract will have a five (5) year period of performance from the date of award.

• Training location to be determined within CONUS.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the procurement of M4-Style AR platform rifles, replacement parts, and accessories for the U.S. Customs and Border Protection (CBP).

• Procurement of complete M4-Style AR platform rifles chambered in 5.56x45mm NATO.

• Provision of various configurations of complete rifles, complete upper receiver assemblies, complete lower receiver assemblies, and all individual parts.

• All parts and components must be available as individual contract line items in bulk or separately.

• Includes a comprehensive list of all parts comprising each complete rifle.

• Armorer training is required to ensure designated agency armorers achieve and maintain OEM Armorer Certification.

• Vendor shall provide administrative and logistical support, including customer service, shipping, handling, and invoicing/payment support.

• Vendor must provide manufacturer's performance and technical specifications for required items not otherwise specified.

• Vendor must be certified by an authorized registrar for ISO 900X series standards.

• Vendor must provide a warranty for all products for one year of acceptance, and a five-year shelf life guarantee.

• Optional items may be offered, including Personal Defense Weapons (PDWs), Ambidextrous Magazine Release, and Specialty Coated Bolt Carrier Group, which must meet specified technical requirements.

Amendment / Modification

• Incorporates the revised Statement of Work (SOW) Revision 2, dated 5-4-2026.

• Corrects the barrel marking in section 4.3.1.h of the SOW.

• Eliminates the low profile QD adapter in section 4.7.3.a of the SOW.

Form / Attachment / Pricing Sheet

This document is Attachment 2, a Pricing Sheet, for solicitation 70B06C26Q00000082. It is intended for offerors to complete and submit their pricing for the items specified.

Solicitation / RFP / RFQ

This solicitation, RFP 70B06C26Q00000082, is for the acquisition of M4-style rifle platforms and parts. The U.S. Customs and Border Protection (CBP) intends to award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a five-year ordering period.
