  • Internal Upper Receiver: No chamber or barrel, no rifling, permanent obstruction preventing ammunition insertion.
  • Bolt Assembly: Not compatible with functional firearm bolts.
  • Lower Receiver: Not machined for standard fire-control components; incorporates a purpose-built non-gun trigger and a permanently disabled trigger pivot pin.
  • Firearm Status and Legal Classification: Does not meet federal/state firearm definition, cannot accept live ammunition, ATF-exempt.
  • Technical Safeguards Against Conversion: Permanent, non-removable safeguards preventing conversion to a functional firearm.
  • Physical Specifications: Approximate weight (6.5 lbs), barrel length (14.5 inches), overall length (29.75" stock closed, 33" stock extended), one standard 30-round magazine, MIL-SPEC exterior materials, standard nylon sling.
  • Additional Functional Requirements: Purpose-built non-gun trigger secured with an anti-walk pin.
  • Breakdown Into Major Components: Must be capable of disassembly into ten (10) major components (Upper Receiver, Lower Receiver, Charging Handle, Bolt, Bolt Carrier, Firing Pin, Firing Pin Retaining Pin, Cam Pin, Buffer, Action Spring).

Statement of Work (SOW)

To procure 700 M4-style, ATF-exempt, non-weapon trainer weapons to support the 737th Training Group's Basic Military Training (BMT) at JBSA-Lackland, TX.

• Manufacture and deliver 700 M4-style training weapons.

• Weapons must be ATF-exempt, permanently non-convertible, and safe for unrestricted trainee use.

• Devices must replicate the form, fit, and handling characteristics of the M4 platform.

• Weapons must withstand high-volume trainee use, including daily handling, manual of arms, and inspection procedures.

• All items must be new manufacture.

• Items must be shipped as standard commercial goods (non-weapon).

• Devices must be compliant with ATF non-firearm classification.

• Devices must be designed for high-throughput trainee handling.

• Contractor must provide a standard commercial warranty (minimum 12 months).

• Contractor must replace any defective items at no cost to the government.

• Manufacturing and preparation to occur at the contractor's facility.

• Delivery to JBSA-Lackland, TX.

• Delivery timeframe typically 60 days ARO (After Receipt of Order), unless otherwise negotiated.

• Contractor shall comply with ATF Non-Firearm Classification Guidance, OSHA 29 CFR 1910, and standard commercial manufacturing and packaging practices.

• No live-fire capability, projectile capability, or potential for conversion to a functional firearm.

• No hazardous materials or controlled components (except the trigger) may be included.

• Contractor personnel delivering items must comply with JBSA access procedures; no security clearances are required.

• Contractor shall obtain any commercial permits required for manufacturing and shipping.
