Questions & Answers / Clarifications

This document provides clarifications and answers to vendor questions regarding Solicitation M67854-26-R-3001. It addresses various aspects of the solicitation, including proposal submission, page limits, staffing, past performance, and facility requirements.

• Past Performance Page Limit: The maximum page count for Past Performance (Volume II) is 10 pages. Table 2 will be updated to reflect this.
• Staffing Matrix (Attachment J-4): Several columns in Attachment J-4 have been removed or amended based on vendor feedback. Specifically, 'Current Work Location,' 'school' and 'yr. of award,' and 'Company Labor Category' columns have been removed. Amended Attachment J-4 now includes Option 4 (OP4) in the labor hours section.
• Key Personnel Resumes: Resumes are only required for Key Personnel identified in Section G.5 (Task Order Manager and EOSF Support). These resumes will not count towards any page limit. Names are not required for all positions.
• Proposal Submission: Proposals must be submitted via email to Eric.G.Daniels@usmc.mil and Elizabeth.Colvin@usmc.mil. Seaport is anticipated to be migrated to EPS and may not be available for use. Email submissions may be limited to 35MB; multiple emails are allowed.
• Facility Requirements: The requirement for the contractor's facility to be within 15 miles of Marine Corps Base Quantico remains. Offerors' proposed solutions for meeting this requirement are at their discretion.
• CPARS: Full CPARS narratives are not required. Vendors may provide information sufficient for evaluation, and Contract/Task Order Numbers with associated CPARS Ratings are recommended. CPARS count towards the total page count maximum for Past Performance.

Several sections of the solicitation, particularly Table 2 and Attachment J-4, will be updated to reflect these clarifications. The document confirms that no extensions will be provided for the solicitation deadline. It also clarifies that oral responses are not required.

This document, "Attachment J-4 Staffing Matrix V2 AMEND 001," is a template provided for bidders to detail their proposed staffing plan for the opportunity. • Labor Hours: Proposed hours for Base Period and Option Periods 1-4 (Full Time = 2080 Hours).

• Key Personnel: Specific indication required for key personnel.

• Bidders must propose to the requirements of the PWS, as the FTE numbers in the template are for sample purposes only.

• Key personnel must be clearly indicated.

This attachment is crucial for bidders to demonstrate their understanding of the PWS requirements and their capability to staff the effort with qualified personnel. It directly impacts the proposal's evaluation by showing how the bidder plans to meet the labor needs across the contract period.

Amendment / Modification

This amendment makes the following updates:

• The Draft_SF33 has been revised to update Table 2 in Section L. This clarifies the submission requirements for Volume I (one file submission) and Volume II (10-page maximum). The mention of oral responses has been removed from Section L.

• An updated Attachment J-4 (Staffing Matrix) is provided.

• Offerors must acknowledge receipt of this amendment by signing it and returning it with their Proposal Submission Package to Eric Daniels and Elizabeth Colvin via email. Failure to acknowledge may result in an unresponsive proposal.

Solicitation / RFP / RFQ

This solicitation is for program management support services for the Marine Corps System Command (MCSC) Ground Combat Element System (GCES) Product Manager Infantry Weapons (PdM IW). The requirement is a 100% Small Business Set-Aside using NAICS Code 541330 with a size standard of $47 million.

• The contractor shall perform in accordance with the Performance Work Statement (PWS) detailed in Section J, Attachment J.1.

• The contractor's facility must be located within 15 miles of Marine Corps Base (MCB) Quantico.

• The contract type is Firm Fixed Price (FFP).

• Contract Data Requirements List (CDRL) items are to be provided as specified in the PWS.

• The contract is anticipated to have a 12-month base period, followed by four 12-month option periods, and six 30-day contract option extensions.

• Option Clauses FAR 52.217-8 and FAR 52.217-9 are included and applicable.

• Proposals are due by March 5, 2026, 1:30 PM EDT.

• The Government will use a best value trade-off process.

• Evaluation factors include PWS Technical Approach and Staffing, Past Performance, and Price. Technical Approach and Staffing is more important than Past Performance, and non-cost/price factors combined are more important than Price.

• Unsupported promises to comply with solicitation requirements are insufficient.

• Quotations must meet all solicitation requirements; deficiencies may result in ineligibility for award.

• This requirement is a 100% Small Business Set-Aside.

• NAICS Code: 541330, Engineering Services, Exception 1 (Military and Aerospace Equipment and Military Weapons).

• Size Standard: $47 million.

• Vendors are strongly encouraged to review the PWS, evaluation factors, and submission instructions.
