Scope of Work
The Government requires the manufacture and delivery of the M839 starting in FY27 to support war reserve requirements and Foreign Military Sales (FMS). Potential sources must be capable of producing, manufacturing, assembling, inspecting, testing, packaging, and shipping the M839 in accordance with a Government Technical Data Package (TDP), drawings, and performance specifications. Specific manufacturing capabilities include, but are not limited to, manufacturing, cutting, and loading Aluminum coated glass strands. First Article Testing (FAT) and Conformance/Lot Acceptance Testing (LAT) at both component and end-item levels will be required. Respondents must demonstrate adequate resources (technical, manufacturing, personnel) or the ability to obtain them in a timely fashion, including for sub-tier vendors.

Eligibility & Requirements
- Compliance with the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009 for specialty metals.
- Certification to receive export-controlled technical data (Distribution Statement D), requiring an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP). Non-U.S. entities must provide an approved Export License.
- Evidence of ISO9001 or AS 9100 certification for the organization and its supply chain, or a roadmap to acquire certification.
Submission Details
