This solicitation is for the SOCKOR HQ ACS Upgrade project at USAG Humphreys. It is a non-work plan task order RFP for Logistics Cost Sharing (LCS) funded project MATOC contractors. The project involves enhancing Anti-Terrorism/Force Protection (ATFP) measures by installing a new pedestrian turnstile to strengthen facility access control. This solicitation is conducted under the LCS program and will result in a contract with the Government of the Republic of Korea (ROK), with ROK directly paying the contractor. No U.S. appropriated funds will be obligated for payment.

• Furnish and install one (1) turnstile security gate (Turnstile Security Gate 3000-S or approved equivalent) that matches existing gates in style, finish, and configuration.

• Turnstile must allow card access for entry and mechanical free exit.

• Install temporary security fencing topped with three strands of barbed wire or concertina wire around the construction area.

• Excavate, install, and backfill for electrical and communication lines, including three additional pull cables.

• Perform electrical connections and grounding.

• Label all new electrical panels, circuits, and data/communication connections.

• Provide project management, site preparation, cleanup, and waste disposal.

• Adhere to all SOCKOR security regulations and procedures, including personnel background checks and escort requirements.

• Provide daily progress reports.

• Test and commission all installed systems.

• Provide a complete set of as-built drawings.

• Provide a minimum one-year warranty on equipment and labor.

• Restore any damaged existing infrastructure, landscaping, or facilities.

• Contract Type: Firm Fixed Price.

• Period of Performance: 120 calendar days (30 days for material procurement, 90 days for on-site work).

• Place of Performance: BLDG 7621, USAG Humphreys.

• Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.

• Submission Deadline: 04 May 2026, 01:00 PM local time.

• Offerors must acknowledge receipt of amendments.

• Offerors must submit a "No Offer Letter" if unable to submit a proposal.

• Award will be made to the responsible offeror submitting the lowest priced offer evaluated as acceptable for all criteria.

• Evaluation Criteria: Pricing proposal completeness and reasonableness, detailed offer breakdown, Section K (Taxes and Other), and offeror's status as a Korean contractor/material made in Korea.

• This solicitation is open only to MATOC contractors holding specific contract numbers listed in the document.

• Offerors must establish eligibility as a "Korean contractor" by submitting specific documentation (Certified Copy of Register, Stock Change Certificate, etc.) as defined in the solicitation.

• A site visit is scheduled for 22 April 2026, 09:00 AM at Bldg No. 7621, Camp Humphrey.

• Questions must be emailed within two business days after the site visit.

• Government will not provide GFP or services (equipment, fuel, personnel, utilities, facilities).

• Work hours are normal working hours, excluding US and ROK holidays.
