Statement of Work (SOW) / Performance Work Statement (PWS)

To outfit approximately 50 Sport Utility Vehicles (SUVs) or pickup trucks per year with emergency lighting, audible warning, control consoles, and other mission-specific equipment for the U.S. Fish and Wildlife Service (Service), National Wildlife Refuge System Law Enforcement (NWRSLE). The goal is to ensure the safety of Federal Wildlife Officers (FWO's) by providing vehicles capable of safe and effective emergency response.

• Up-fitting: Vehicles will be outfitted to pre-established standards, either at the awarded vendor's facilities or at the Service's location in Falls Church, VA. This includes installing government-identified law enforcement equipment in compliance with manufacturer instructions and NWRSLE standards.

• Vehicle Types: Specific models include Ford F-150, Ford F-250, Ford Explorer, Ford Expedition, and Chevy Tahoe, in both Class A (fully marked) and Class B (unmarked) configurations, caged and uncaged.

• Equipment Installation: Standardized installation of all emergency equipment, including wiring with weatherproof sheathing, secure hardware, and compliance with OEM safety standards. Minimizing risk of electrical failure, mechanical failure, or fire is critical.

• Deliverables: Each upfitted vehicle must include a full vehicle wiring diagram, equipment placement schematic, an itemized equipment product list with cost breakdown, and a PDF instruction file for end-users on equipment operation.
