• Technical Acceptability will be a Pass/Fail evaluation based on demonstrated experience (at least two completed HVAC projects in the last five years), identification of key subcontractors, and affirmation of SOW compliance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform comprehensive preventative maintenance and limited repairs on the existing HVAC infrastructure at the Mammoth Cave National Park Visitor Center to ensure continuous and reliable climate control for staff, visitors, and exhibits.

• Detailed inspections, preventative maintenance, functional testing, recommissioning, and limited repairs for:

  • Exhaust Fans
  • Air Handling Units (AHUs)
  • Air Conditioning and Chiller Systems
  • Variable Air Volume (VAV) units
  • Fan Coil Units (FCUs)
  • Cabinet Heaters
  • Chilled Water Loop

• Specific tasks include cleaning, lubrication, belt replacement, electrical connection tightening, filter replacement, motor/blade replacement (3 condenser motors, 6 VAV CFM controllers, 2 FCU fan motors), CO2 sensor replacement/repair (3 sensors), leak detection, and refrigerant disposal.

• Minor repairs to accessible leaking sections of the chiller water loop piping and fittings are included. Substantial piping replacement or new construction will be considered separately.

• Weekly maintenance progress reports detailing completed work.

• A detailed final report of completed tasks and quality.

• Final commissioning report with diagnostics, actions taken, and system performance metrics benchmarked against baseline data.

• As-built control drawings reflecting all verified modifications.

• Project Location: Mammoth Cave National Park Visitor Center, 1 Mammoth Cave Parkway, Mammoth Cave, KY 42259.

• Period of Performance: Within 180 calendar days from the date of Award Notice.

• Work Hours: Monday through Friday, 7:00 AM – 5:00 PM, unless otherwise approved by the Contracting Officer's Representative (COR).

• Qualifications: Mechanics must be skilled in servicing, troubleshooting, and recommissioning large water chillers and air conditioning systems with a "journeyman" level of competence.

• Certifications: Maintain all necessary state/federal certifications and licensing (e.g., Gas Fitter's License, EPA Certification for CFC Recovery).

• Electrical Work: Must be performed by a Qualified Individual designated by the contractor.

• Compliance: Adhere to OSHA, ASHRAE, and NEC 2023 rules.

• Safety: Comply with OSHA 29 CFR 1926, ANSI Z87.1, ANSI Z89.1, ANSI A92, conduct Job Hazard Analysis (JHA), use appropriate PPE, maintain emergency response plan, and ensure lockout/tagout (LOTO) training.

• Submittals: Work Schedule, revised as-built documentation, commissioning agent qualifications, product data, testing protocols, and final commissioning report.

• Warranty: One (1) full calendar year from the date of final acceptance, covering labor, materials, workmanship, software, airflow balancing, and system components. Remedial actions must be taken within 48 hours of notification.

• Site Examination: Contractors must visit the site prior to submitting a quote.

• Exclusions: Replacement of failed controllers/end devices and any work not explicitly listed in the SOW are excluded and require separate authorization.
