Scope of Work
This project focuses on the cosmetic repair of the pedestrian bridge foundation, as detailed in Attachment 1 (MACA_337611A_SOW). Key tasks include:
- Surface Crack and Spall Repair: Inspection, preparation, and repair of approximately 663 square feet of cracks and spalls on the hotel and visitor center sides. This involves epoxy injection for small cracks and chipping/non-shrink mortar for larger ones.
- Beneath-Bridge Substructure Repairs: Mechanical scarification, formwork installation, and placement of high-strength concrete with vibration for consolidation.
- Sandstone Veneer Installation: Application of matching sandstone veneer (150-200 SF) on the hotel side and alternating retaining wall blocks (100-150 SF) on the visitor center side, ensuring materials match existing aesthetics. All work must comply with applicable ACI, ASTM, OSHA, SMACNA, and NPS historical preservation standards.

Evaluation & Submission Requirements
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability is a PASS/FAIL determination, followed by price evaluation for technically acceptable offers. Mandatory Technical Acceptability Criteria (per Attachment 5):
- Submission of Quoter Information.
- Demonstration of two relevant projects completed within the last five years, showcasing specific concrete repair and masonry/veneer installation experience on bridges or similar structures.
- Identification of key subcontractors, if applicable.
- Completion of a SOW/Specifications Compliance Checklist.
- Provision of a proposed schedule demonstrating completion within 165 calendar days.
- Quoter Certification acknowledging mandatory project requirements. Failure to complete any required entry in Attachment 5 will result in a "FAIL" rating. Offerors must also submit a signed SF 1442 and acknowledge all amendments. Performance and Payment Bonds are required within 15 calendar days of award.
