Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a bidirectional Spanish-English machine translation (MT) engine with an API plug-in for memoQ translation environment, and a stand-alone method for providing "gist" translations to multiple users. This aims to decrease turnaround times for large-volume projects and produce "gist" translations for time-sensitive items.

• Develop a bidirectional Spanish <> English MT engine.

• Utilize existing memoQ TM databases, and bilingual/monolingual texts provided by IBWC or proposed by the vendor.

• Clean existing data prior to compiling engines.

• Provide customization tools for engine improvements based on subsequent use.

• Develop ability to establish sub-domain engines.

• Test and verify memoQ API plug-in.

• Solution must be web-based and hosted by the vendor.

• Provide licenses for 6 staff members plus one contractor (7 total if needed).

• The MT plugin must be currently supported by memoQ.

• Contractor staff to provide training on using the MT solution with MemoQ.

• The web-based application must be hosted in a FedRAMP Authorized environment (Moderate or High impact level) and maintain authorization for the contract duration.

• Documentation such as FedRAMP authorization package and current System Security Plan (SSP) must be available upon request.

• Base Year: One Year from Time of Award.

• Includes four Option Years.
