Scope of Work
The selected contractor will be responsible for securing, cleaning, maintaining, and analyzing a broad array of administrative data. Key requirements include:
- Data Management: Acquisition, transfer, storage, and maintenance of administrative data compliant with federal security standards (FISMA, NIST).
- Data Analysis: Statistical analysis, modeling, and interpretation using T-MSIS and other datasets.
- System Development: Development and maintenance of systems for data documentation, version control, and security.
- Deliverables: Creation of analytic files, documentation for replication, secure segregated analytic environment for MACPAC staff, transition planning, regular progress reporting, tables, code, findings summaries, and training materials.
- Expertise: A sufficient pool of statistical programmers with surge capacity, extensive knowledge of administrative data, and expertise in multiple programming languages (SQL, SAS, STATA, Python).
Contract Details
- Contract Type: Indefinite-Delivery/Indefinite-Quantity (IDIQ) with Firm-Fixed-Price (FFP) task orders.
- Period of Performance: A five-year base period (October 1, 2026 - September 30, 2031), with five one-year option periods, extending the potential duration through September 30, 2036.
- Funding: Data management services and ad hoc data analysis services will be funded via FFP task orders.
