Quick Summary

The Executive Office of the President (EOP), specifically the Office of Administration, has issued a Request for Information (RFI) for a "Made in America Market Research Hub." This RFI seeks to identify solutions for a centralized, continuously updated data source to assist Federal procurement officers and grantees in efficiently identifying domestic products and strengthening compliance with the Buy American Act and E.O. 14005. Responses are due by April 15, 2026.

Purpose & Overview

This RFI, issued by the Office of Management and Budget's Made in America Office (MIAO), aims to explore options for establishing a scalable capability to support domestic sourcing determinations across Federal procurement and financial assistance programs. The primary goal is to enhance compliance, transparency, and analytic capabilities related to Made in America laws. This is for market research purposes only and does not constitute a Request for Proposals (RFP).

Scope of Work

The desired solution is a standardized, continuously updated dataset and analytic capability that will enable agencies to:

  • Identify domestic manufacturers and suppliers by category.
  • Support waiver review determinations with traceable documentation.
  • Reduce compliance burden and increase accuracy in domestic sourcing determinations. The effort is envisioned in four phases:
  1. Data Identification and Gathering
  2. Data Governance and Contextualization
  3. Artificial Intelligence (AI) Layer
  4. Reporting and Analytics Solutions should be modular, scalable, and capable of integration with existing Federal systems (e.g., FPDS, SAM.gov) via APIs. The Product Service Code is DA10, indicating support services for application development and business software.
