Scope of Work
The desired solution is a standardized, continuously updated dataset and analytic capability that will enable agencies to:

- Support waiver review determinations with traceable documentation.
- Reduce compliance burden and increase accuracy in domestic sourcing determinations. The effort is envisioned in four phases:
- Data Identification and Gathering
- Data Governance and Contextualization
- Artificial Intelligence (AI) Layer
- Reporting and Analytics Solutions should be modular, scalable, and capable of integration with existing Federal systems (e.g., FPDS, SAM.gov) via APIs. The Product Service Code is DA10, indicating support services for application development and business software.
