  2. Healthcare Laundry Accreditation Council (HLAC) certification for laundry facilities.

• Email Attachment Size Limit: Less than 20 MB per email. Multiple emails are permitted if necessary.

• NAICS Code: 812320, Drycleaning and Laundry Services (except Coin-Operated).

• Small Business Size Standard: $8,000,000.00.

• The solicitation does not appear to be set-aside for small businesses.

• Federal Government is exempt from state and local sales taxes.

• Offerors must complete the line-item pricing structure and any provided company format.

• FAR Provisions 52.212-1, 52.212-2 (DEVIATION 2025-00003 and 2025-00004), 52.212-3 (DEVIATION 2025-00003 and 2025-00004), and 52.212-4 apply.

• Offerors registered in SAM with current representations and certifications may not need to complete 52.212-3.

• Defense Priorities and Allocations System (DPAS) is not applicable.

• Payment requests and receiving reports must be submitted via Wide Area WorkFlow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal healthcare laundry and related services for Madigan Army Medical Center (MAMC) and associated Medical Treatment Facilities (MTFs) within its health service area.

• The Contractor shall provide all personnel, labor, transportation, equipment, tools, supplies, training, management, and administration necessary for hospital laundry services.

• Services include laundry and dry cleaning for various items, with a 24-hour turnaround time.

• Services are for Madigan Army Medical Center (MAMC) and multiple Medical Treatment Facilities (MTFs) in the health service area, including locations in Puyallup and Lacey, Washington.

• Contractor Experience: Minimum of 36 months of experience in providing hospital laundry services within the last 36 months.

• Facility Certification: Laundry facility must be HLAC certified within 30 days prior to contract award and maintain certification.

• Key Personnel: On-site Laundry Manager (LM) and Assistant Laundry Manager are required, with specific industry certifications (ALM, CLLM) and experience.

• Commercial Standards: Compliance with The Joint Commission (TJC) standards, CDC guidelines, OSHA standards, HLAC, AAMI, ALM, and ANSI standards is required.

• Installation Access: Contractors must comply with installation access policies, including security checks and training (AT Level 1, iWATCH, OPSEC).

• Health Requirements: Personnel must meet health requirements, including TB screening, immunizations (Rubella, Mumps, Varicella, Hepatitis B, Influenza), and provide medical clearances.

• Safety: A Health and Safety Plan and an Exposure Control Plan are required.

• Government Furnished Property (GFP): Includes loading dock scales and standardized linen carts. Contractor is responsible for safeguarding and maintaining GFP.

• Contractor Furnished Property: Includes commercial vehicles, specialty item carts, chemical products, and supplies. Specific requirements for vehicles (age, mileage, condition) and chemical approval processes are outlined.

• Quality Control: A Quality Control Program (QCP) and Quality Control Plan are required, along with monthly inspection reports.
