• Acquisition Strategy: The Government is still developing the strategy, considering market research, industry feedback, and potential use of Seaport. A small business set-aside is anticipated.

• Period of Performance: There will be four (4) option years, not three.

• Laptop Requirements: The Government will provide a specification sheet for required laptops in the RFP. SIPR laptops will also be provided by the Government.

• Personnel Clearances: Personnel require TS/SCI eligibility. Secret eligibility is the minimum for new hires, with interim clearances requiring Government approval. TS/SCI upgrades are based on Government review.

• Deliverables: Draft Contract Data Requirements List (CDRL) templates will be included in the RFP.

• Key Success Factor: Recruiting employees with the required personnel qualifications and recent, relevant experience is crucial.

• Teaming: Early teaming arrangements, including with small businesses, are encouraged. The Government does not provide an interested vendor list.

• Incumbent Information: The current incumbent is Obsidian Solutions Group, LLC, under task order M67854-23-F-8006.

• Transition: The incumbent will allow reasonable "over the shoulder" access to processes and documentation during the phase-in period.

• The RFP is anticipated in the 3rd Quarter of FY26. No draft RFP will be released prior to the final solicitation.

• The acquisition strategy is still being finalized, with potential for a single award or Seaport task order, and will not use an internally developed Multiple Award Contract.

• Modeling and Simulation (M&S): Developing simulation inputs, operating simulation systems, and creating the Simulation-Stimulation (SIM-STIM) environment for exercises. This involves synchronizing simulation environments, developing and maintaining simulation databases, and providing instructor controllers.

• Command and Control (C2), Information Management (IM), and Knowledge Management (KM): Providing systems, platforms, and management support for C2, IM, and KM requirements. This includes optimizing business processes, developing training programs, managing SharePoint environments, and supporting collaborative platforms.

• Communications and Information Systems (CIS): Providing operations, management, and oversight for MSTP CIS requirements, including network engineering, server administration, cybersecurity compliance, and help desk support.

• Deliverables must meet timeliness and quality standards.

• Specific metrics include acceptance timelines for reports (e.g., FAAR within 24 hours, FER within 21 days), customer complaint limits (max 1 per quarter), and adherence to various SOPs and doctrine.

• Primarily located at MSTP in Quantico, VA.

• CONUS and OCONUS travel may be required for up to three weeks at a time.

• Personnel require specific security clearances (Secret to TS/SCI).

• Subject matter expertise in various warfighting functions and planning processes (JOPP, MCPP) is essential.

Request for Information (RFI)

This RFI is for planning and informational purposes only and is not a solicitation for proposals. The Government is seeking information from potential contractors to support the Marine-Air Ground Task Force (MAGTF) Staff Training Program (MSTP). The goal is to gather market research on commercial capabilities to support MSTP's mission of providing training in MAGTF operations across various military scenarios to enhance the warfighting skills of senior commanders and their staffs.

The scope of work includes service support to seven functional areas:

• Computer and Information Systems
• Exercise Design
• MAGTF Analytics
• Modeling and Simulation
• Security
• Documentation and Publication Support
• Command and Control/Information Management/Knowledge Management

Key requirements include delivering instruction via various modes, supporting multi-echelon Live, Virtual, and Constructive (LVC) training events, creating/modifying instructional materials, providing modeling and simulation support, developing exercise concepts and scenarios, facilitating planning and execution of exercises, providing Exercise Control (EXCON) support, managing Adversary Forces (ADFOR) and Exercise Intelligence Cells, performing maintenance on training systems, and providing support for communications, information systems, and cybersecurity.

• Support for large-scale MAGTF (MEF and MEB) Command Element Mission Essential Task List (METL) requirements.
• Expertise in high tactical to operational-level of warfighting functional areas.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the Marine Air-Ground Task Force (MAGTF) Staff Training Program (MSTP). The MSTP's mission is to provide training in MAGTF operations across various military scenarios to enhance the warfighting skills of senior commanders and their staff.

• The Contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for advisory and assistance services.

• The training is delivered in a four-phase package to Marine Expeditionary Force (MEF) commanders and staff.

• Key phases include: Planning, Preparation, Execution, and Feedback.

• Supporting efforts include providing a forum for warfighting discussion, augmenting Marine Corps University curriculum, supporting emergent training requirements, and executing doctrinal oversight.

• Services must be performed to the standards defined in the PWS.

• A quality control program must be developed and maintained by the Contractor.

• The Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Period of Performance: One (1) Base Year of 12 months and three (3) 12-month option years.

• Base Year: March 27, 2027 to March 26, 2028.

• Option Years: March 27, 2028 through March 26, 2031.

• Primary Place of Performance: Marine Corps Base, Quantico, Virginia.

• Deployed Locations: Camp Lejeune (NC), Camp Pendleton (CA), Twentynine Palms (CA), Camp Smith (HI), and Camp Courtney (Okinawa, Japan).

• Security: Requires a Top Secret Facility Clearance and classified access eligibility. Personnel must comply with DoD, DON, and Marine Corps security policies. A DoD Contract Security Classification Specification (DD-254) is required.

• Personnel: Contractor personnel must identify themselves as contractors and wear appropriate identification. Key personnel include a Contractor Program Manager (PM) and Site Manager (SM).

• IT/Cybersecurity: Compliance with Marine Corps Enterprise Network (MCEN) requirements, including Trade Agreements Act (TAA) compliant assets, MCEN-N imaging, and cybersecurity training is mandatory.

• Access: Compliance with installation access policies and procedures, including background checks and Common Access Card (CAC) requirements.
