Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this requirement is to restore the Aljon 400XL baler, used by the Marine Corps Air Ground Combat Center's Recycling and Range Sustainment Branch Yards, to full operational capability. The baler is experiencing operational deficiencies due to a lack of preventative maintenance, impacting its ability to efficiently compact and bale recyclable materials.

The contractor shall provide all necessary labor, materials, supervision, equipment, tools, transportation, and incidentals to perform the following:

• Conduct full diagnostics on the Aljon 400XL Logger Baler.

• Perform comprehensive preventive maintenance, including replacing fluids, filters, seals, and gaskets.

• Repair diagnosed engine issues.

• Rebuild or replace leaking hydraulic cylinders.

• Furnish and install replacement parts that meet or exceed Original Equipment Manufacturer (OEM) specifications.

• Dispose of removed materials in accordance with applicable environmental regulations.

• Perform operational testing to verify system functionality.

• All work must be completed in accordance with OEM specifications and applicable industry standards.

• Operational testing requires continuous operation under normal load conditions for a minimum of two (2) hours.

• Verification of no malfunctions, abnormal vibration, belt slippage, or misalignment during testing.

• A minimum twelve (12) month warranty on all parts and labor is required, effective from the date of Government acceptance.

• Place of Performance: Environmental Affairs Recycling Yard, Rifle Range Road, Marine Corps Air Ground Combat Center, Twentynine Palms, CA 92278.

• Period of Performance: Shall not exceed thirty (30) calendar days from the date of contract award.

• Site Inspection: A pre-work site visit is required to verify access requirements.

• Security: Contractor personnel must comply with all installation access requirements and coordinate base access prior to performance.

• Safety and Environmental Compliance: Work must comply with OSHA standards, applicable federal and state environmental regulations, and installation-specific requirements.

• Deliverables: Fully repaired and functional Aljon 400XL Logger Baler, successful completion of operational testing, and a clean, restored work area.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for the repair of an Aljon 400XL baler to restore it to full operational capability. The current operational deficiencies are due to a lack of preventative maintenance, which negatively impacts the Recycling and Range Sustainment Branch Yards' ability to efficiently compact and bale recyclable materials.

• Restore the Aljon 400XL baler to full operational capability.

• Contract Type: Firm Fixed Price.

• Period of Performance: March 31, 2026, to April 30, 2026.

• Estimated Value: USD 19,000,000.00 (Size Standard for NAICS 811412).

• Quotes must be received by 08:30 AM Pacific Time on March 19, 2026.

• Submission is via email only to Jaren L. Perkins (jaren.l.perkins@usmc.mil). Mailed, faxed, hand-carried, or CD/external media submissions will not be accepted.

• Email transmissions should not exceed 2MB per email; multiple emails are acceptable if numbered sequentially.

• Evaluation factors include Technical Capability and Past Performance (combined approximately equal to price), and Price.

• Technical Capability requires a detailed narrative demonstrating understanding of requirements and how deliverables will be accomplished.

• Past Performance will be evaluated based on recency, relevancy, and quality of efforts within the last three years.

• Price must be determined fair and reasonable.

• This acquisition is set aside for Small Business.

• Offerors must be registered in the System for Award Management (SAM).

• Quotes must be valid for 90 days.

• The solicitation includes the Option to Extend Services Clause (FAR 52.217-8).
