Statement of Work (SOW) / Performance Work Statement (PWS)

To provide winter and spring storage and maintenance services for the U.S. Coast Guard Academy's vessel, USCGA M/V “MAGURO” (2018 Regulator 41, LOA 47’), through June 2026.

Fall/Winter 2025/2026 (CLIN 01):

• Haul boat out of water.
• Pressure wash hull, clean trim tabs and motor brackets.
• Provide seasonal dry storage.
• Stabilize fuel system.
• Perform battery service.
• Winterize raw water, freshwater, generator, air conditioning, and Sea Keeper systems.
• Pump out, rinse, and treat holding tank.
• Perform YAMAHA 100-hour service on all four engines.
• Shrink wrap vessel and tower.

Winter/Spring 2026 (CLIN 02):

• Remove shrink wrap.

• Check battery condition.

• Prepare, sand, and paint bottom with one coat of black anti-fouling paint.

• Prepare and paint Armstrong Bracket and trim tabs with black anti-fouling paint.

• Detail exterior of the boat, including washing and waxing.

• Launch vessel.

• Commission fresh and saltwater systems, bilge pumps, drains, hoses, lights, controls, steering, and fuel system.

• Commission Sea Keeper.

• Perform Yamaha F350 Tune Up on all four engines, including diagnostics, spark plug change, linkage check, ignition/fuel system inspection, timing belt inspection, and zinc replacement.

• Performance Period: December 29, 2025, through June 2026.

• Navigational Waters: Thames River (New London, CT), Mystic River (Mystic, CT), Fishers Island Sound, Eastern Long Island Sound, Block Island Sound.

• Storage Facility Requirement: Must have dry docking facilities accessible by the specified waters and capable of hauling a vessel with the following dimensions: Beam 12’ 6”, LOA 46’ 10”, Height from Waterline 11’, Draft 3’.
