Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Objectives (SOO) defines requirements for Service Provider (SP) services to provide Planning Charrette Reports (PCR) for the Repair of the Runway at Keesler AFB, MS. • Preparing four (4) Courses of Action (COAs) for the runway repair, including a "Status Quo" option, options for shoulder repair, and options for runway lighting replacement.

• Developing a Planning Charrette Report (PCR) with a minimum of four COAs, temporary facility needs, schematic design (50% submission), design development (100% submission), basic major equipment selection, topographical survey, geotechnical report, and a preliminary cost estimate.

• Conducting topographic and geotechnical surveys.

• Developing cost estimates at various stages (Class 5, Class 4, Class 3) using specified software and methodologies.

• Participating in various meetings (kick-off, charrette, 50% and 95% reviews) and providing meeting minutes.

• Preparing draft and final charrette reports, including design concepts, analysis, recommendations, and cost estimates.

• Providing concept drawings and schematic drawings (15% level of effort for preferred COA).

• The SP must have registered Professional Engineers and Architects in relevant disciplines.

• Personnel must be registered in Mississippi or a reciprocal state.

• All work must be performed in accordance with the SOO and applicable standards, regulations, and codes.

• Deliverables must meet specified submission timelines and formats.

• Cost estimates must adhere to specific accuracy ranges and methodologies (e.g., UFC 3-740-05, PACES/MII software).
