• Base bid items cover construction, PFAS sampling and dewatering, soil disturbance and disposal, and demolition of LDR concrete. An additive bid item for satellite parking is also included.
• Compliance with DoD antiterrorism/force protection requirements.
• Use of local materials and construction techniques where cost-effective.
• Daily cleanup, debris disposal, and Foreign Object Debris (FOD) removal.

Contract Details & Requirements

• Contract Type: Firm Fixed-Price (FFP).
• Period of Performance: 670 calendar days after notice to proceed.
• Magnitude of Construction: Between $25,000,000 and $100,000,000.
• Set-Aside: 100% Small Business Set-Aside.
• NAICS Code: 236220 (Commercial and Institutional Building Construction) with a $45,000,000 small business size standard.
• Place of Performance: Bangor Air National Guard Base, Bangor, ME 04401.
• Special Requirements: A Project Labor Agreement (PLA) is required. Specific brand-name items or approved equals are mandated for components such as locks (Sargent I-Core), Direct Digital Control System (Tridium Niagara/BACnet), acoustical ceiling tiles (Armstrong Ultima), fire alarm panel (Monaco), and paint (Sherwin Williams or equal). All products must comply with the Buy American Act.

Submission & Evaluation

• Bid Due Date: May 27, 2026, by 10:00 AM local time.
• Submission Method: Bids must be submitted in original and X copies (refer to SF 1442); electronic or facsimile submissions are NOT authorized.
• Required Documents: A Bid Bond and Power of Attorney are required on the due date.
• Evaluation: Award will be made to the responsible bidder whose bid conforms to the invitation and is most advantageous to the Government, considering only price and price-related factors. Evaluation will be based on the base amount of the bid; additive bid items will not be considered if the base bid exceeds the Independent Government Estimate (IGE).
• Pre-Bid Conference & Site Visit: Scheduled for May 12, 2026, at 1000 Hrs. Interested contractors must follow registration and base access requirements detailed in the solicitation.
