Statement of Work (SOW) / Performance Work Statement (PWS)

To provide operation, maintenance, repairs, testing, training, monitoring, and reporting services for the Water and Wastewater Treatment Facility at U.S. Coast Guard Station Milford Haven.

• Operation and maintenance of the Water Treatment Facility (drilled well, pump, softening system, chlorine injection, storage tank, pressure pumps) and Wastewater Treatment Facility (extended aeration plant, sand filter bed, UV disinfection).

• Daily operational testing, cleaning of sand filter beds, disposal of sewage sludge.

• Procuring and submitting mandatory test samples for laboratory analysis.

• Preparing monthly reports on facility operation for U.S. Coast Guard submission, in accordance with Virginia Department of Health (VDH) and Virginia Pollution Discharge Elimination System (VPDES) permit.

• Training U.S. Coast Guard personnel in routine daily plant operations.

• Responding to emergency situations within a four (4) hour period.

• Performing specific monitoring and analytical services, including daily testing of Flow, Dissolved Oxygen, and pH; weekly testing of Fecal Coliform; and monthly testing of BOD, TSS, Ammonia, and Enterococci Bacteria.

• Completing maintenance and repairs under $500.00 per instance, with an annual cap of $2500.00 for contractor-borne costs.

• Maintain a chlorine residual of at least 0.2 mg/l at the farthest end of the system.

• Comply with Virginia Department of Health (VDH) and Virginia Pollution Discharge Elimination System (VPDES) permit requirements.

• Submit monthly reports by the 5th of each month.

• Provide an Annual Drinking Water Report.

• Respond to emergency situations within four (4) hours.

• Contractor must dispose of sewage sludge off-site.

• Contractor personnel must be on-site a minimum of three (3) days per week for sufficient time to meet operational requirements.
