MAINTENANCE AND INSPECTION OF ON-SITE FUEL STORAGE AND DISPENSING SYSTEMS

This Request for Quotation (RFQ) from Princeton Plasma Physics Laboratory (PPPL) seeks proposals for Semi-Annual Preventive Maintenance Services and Unscheduled Equipment Repair Services for on-site fuel storage and dispensing systems. The services are to be provided in accordance with a specified Statement of Work (SOW).

• Semi-Annual Preventive Maintenance: Lump sum pricing for servicing all equipment at 6-month intervals, including all required fuel filters.

• Unscheduled/Emergency Maintenance: Fully loaded hourly rates for emergency and unscheduled maintenance.

• Trip Charges: Applicable for after-hour emergency maintenance calls.

• Equipment Covered: Includes various diesel generators, diesel tankers, boilers, and fuel dispensing gasoline/biodiesel systems.

• Contract Type: Firm Fixed-Price Term Agreement.

• Period of Performance: Two (2) base years with three (3) one-year option periods.

• Wage Determination: U.S. Department of Labor Wage Determination #2015-4193, Rev. 12 will be incorporated.

• Submission Deadline: July 02, 2026, by 4:00 PM.

• Submission Method: Via email to jimmy.russell@pppl.gov. No hardcopy quotations will be accepted.

• Evaluation: PPPL will evaluate responses based on the most advantageous offer considering price, schedule, and other factors.

• Quote Validity: Quotes must remain firm for 30 days after the RFQ deadline.

• The RFQ may be set-aside for small businesses. If checked as a set-aside, only small business concerns will be considered responsive.

• Bidders must represent their small business status and may need to complete a "PPPL Representations and Certifications" form.

• Offerors must include any exceptions or clarifications with their submission.

• Various General Provisions, Terms and Conditions, and the Statement of Work are incorporated by reference and attached.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the maintenance and inspection of on-site fuel storage and dispensing systems at Princeton Plasma Physics Laboratory (PPPL).

• Provide all materials, labor, supervision, and equipment for formal inspections and manufacturer-required service for dispensing, storage, monitoring/alarm, and filtering systems on a semi-annual basis.

• Offer on-call emergency service and repair as required by PPPL.

• Services cover various fuel types including No. 2 Fuel Oil, Diesel, Biodiesel, and Gasoline.

• Systems include steel tanks, concrete ConVault units (500-25,000 gallons), and Diesel-Pure filtering systems.

• Routine preventive maintenance (e.g., filter changes) and inspections.

• Repair of minor deficiencies identified during inspections.

• Immediate reporting of serious problems to the PPPL Technical Representative (PTR).

• Submission of detailed reports for each system, documenting inspections, tests, repairs, replacements, and any items of concern.

• Work is to be performed at PPPL.

• Normal working hours are 7:00 AM to 3:30 PM, Monday through Friday. Off-hours are permitted for emergency on-call service with authorization.

• Compliance with applicable federal, state, local regulations, and PPPL requirements (e.g., 10 CFR 851, OSHA standards, PPPL MNL-007).

• Preparation and approval of a Project Health and Safety Plan (HASP) or Construction Environment, Safety, and Health Plan (CESHP).

• Subcontractor personnel require government-issued REAL ID compliant Photo ID for site access.

• Strict adherence to safety protocols, including lock-out/tag-out (LOTO) procedures and Job Hazard Analyses (JHAs).

• Use of new, first-quality materials and prevention of Counterfeit Items (SCI).

• Specific requirements for fasteners, including headmark verification and traceability.

• Compliance with sustainability requirements, including energy-efficient products and biobased products.

• Quality Assurance Program (QAP) establishment and maintenance.

• Deliverables include testing and inspection reports, qualifications, ISM plan, LOTO program, QAP, and warranties.
