• Incumbent Contractor: Avalon Contracting Inc., Contract W91247-23-C-9000.
• Work Orders: Average around 130 per month, with 1-2 machines per order.
• Parts & Freight Allowance: Annual allowance of $74,625.72 for the Base Year, increasing 3% annually. This is a Not-to-Exceed amount, not a monthly threshold.
• Repairs vs. Replacement: Decisions on replacing machines with parts over $500.00 depend on replacement machine availability and ODC funding. The COR may authorize repairs over $500.00 if funding is available and replacements are not.
• Machine Age: Approximately 80% of inventory is over eight years old.
• Open Service Orders: Currently 260 open DMOs.
• Non-Fair Wear and Tear (NFWT) Damage: Contractor identifies NFWT, provides repair cost estimates, and awaits COR approval. Approved repairs are treated as standard DMOs.
• Reimbursable Parts: Material handling is allowed under ODC CLINs. G&A and profit on parts are not permitted under ODC CLINs.
• Replacement Plan: DPW Housing Division manages life cycle replacements based on funding and availability. Existing machines past their life cycle will be repaired until replacement occurs.
• Parts Availability: If parts are discontinued, repairs will be deemed uneconomical if parts are unavailable.
• Workspace: Government will provide a storage warehouse (Building J-2535 Bay 3 and Bay 4) for parts storage, repairs, and one testing station. Office space is not provided, but contractors may request space at Contractor's Row, subject to availability.
• Historical Data: Provided in the PWS as reference, not for projected workload.
• Transportation: Contractor is responsible for transportation, removal, and installation of replacement machines, and returning damaged machines to the Government Storage Warehouse.
• NFWT Repairs: Contractor identifies NFWT damage, estimates costs, and awaits COR approval for repairs.
• Repair Parts Stock: Contractor should maintain a stock of commonly used repair parts.
• Service Location Data: A Technical Exhibit (TE) will provide machine locations, quantities by building, and annual PM schedules.
• Repeatedly Failing Machines: Machines failing three times within 15 calendar days must be replaced with a functional government-owned machine.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing maintenance, repair, and services for Government-owned washers and dryers located at Fort Bragg, North Carolina, and its associated training facilities (Pope Army Airfield, Camp Mackall, and Aberdeen Training Facility).

• Base period of twelve (12) months with four (4) option years of twelve (12) months each.

• Performance will occur across multiple locations including barracks, administrative community buildings, and off-post training sites at Pope Army Airfield, Camp Mackall, Fort Bragg, and Aberdeen Training Facility (ATF).

• Contractor personnel must be legal U.S. residents and possess the ability to read, write, speak, and understand English.

• Strict adherence to security requirements, including physical security plans, E-Verify, iWATCH, OPSEC, and Anti-Terrorism Level I training.

• Contractor must develop and implement a Quality Control Program (QCP).

• Compliance with all applicable Federal, State, and local laws, regulations, codes, and manufacturer's instructions.

• Environmental objectives include maximizing the utilization of environmentally preferable and bio-based products, and minimizing hazardous waste.

• A Phase In/Phase Out Plan is required.

• Contractor must use salvaged parts where feasible and adhere to green procurement policies.
