Maintenance for Quadient DS-1200 Serial # RAV7298 Folder Inserter in support of USDA-NASS

Statement of Work (SOW)

To ensure the continuous operational status of a Quadient DS-1200 Folder/Inserter (Serial # RAV7298) which is coming off lease.

• Provide on-call service coverage for the specified Quadient DS-1200 Folder/Inserter.

• Services include parts and labor.

• Maintenance is required Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Federal holidays.

• The contractor must have a local presence to ensure a maximum response time of 4 hours from the time of call (if made before 1:00 pm; otherwise, by the next morning).

• Include and replace wearable parts (e.g., rollers, belts).

• Replace all parts with new OEM parts. Temporary use of "used" parts is permissible only to ensure operational status until new OEM parts are acquired.

• If a replacement part is obsolete, the contractor is not obligated to complete the repair for the remainder of the contract year. The Government may remove the equipment from the contract and reduce the contract value.

• Provide training upon request.

• Maximum response time of 4 hours for service calls made before 1:00 pm.

• Period of Performance: One (1) base year, with one (2) one-year option periods. The Base Period commences on May 4, 2026.

• Adherence to the NASS Project Administration Manual (PAM) for project management practices, including project lifecycle, checklists, templates, and support systems (e.g., Microsoft Project Central Suite, JIRA, SharePoint).

• Collaboration with the NASS PMO and project stakeholders.

• Adaptation to potential revisions in the NASS PAM.

• Travel expenses are not covered under this requirement.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for on-call maintenance services for Quadient DS-1200 Folder/Inserters. The services are required to ensure the continuous operational status of this equipment for the USDA National Agricultural Statistics Service (NASS), National Operations Division (NOD), Print Mail Center (PMC).

• On-call maintenance services for Quadient DS-1200 Folder/Inserters.

• Services include labor and equipment.

• The vendor must have a local presence with the ability to respond within 4 hours.

• The vendor must provide a SAM UEI, a completed Price Schedule (Attachment 2), and authorized equipment certified technician.

• Anticipated contract type: Firm-fixed-price.

• Period of Performance: Base year (05/04/2026 to 05/03/2027) plus two one-year option periods and an optional 6-month extension.

• Option Year One: 05/04/2027 to 05/03/2028.

• Option Year Two: 05/04/2028 to 05/03/2029.

• Six-Month Extension (Option): 05/04/2029 to 11/03/2029.

• Quotes are due by 04/28/2026, 12:00 PM Eastern Time.

• Quotes must be submitted via email to jacob.toft@usda.gov.

• Evaluation will be based on the lowest price technically acceptable criteria.

• Pricing must be submitted for all four line items (Base Year and three option periods).

• Technical Acceptability will be evaluated based on the vendor's ability to meet requirements and demonstrate understanding.

• Past Performance will also be evaluated.

• Offerors must be registered in SAM.gov.

• This acquisition is set aside 100% for Small Business.

• NAICS Code: 561499, Size Standard: $21.5 million.

• The USDA is a tax-exempt agency.

• Invoices must be submitted electronically through the Invoice Processing Platform (IPP).

This document is Attachment 2, a Price Schedule, intended for bidders to provide their pricing for the maintenance services outlined in the solicitation.

• Line Items: The schedule includes line items for maintenance services on a DS-1200 inserter for the Base Year, Option Year One, Option Year Two, and a 6-Month Extension.
• Pricing Fields: For each line item, bidders are to provide the "Total Amount" in USD. Fields for Quantity and Unit of Measure are also present.
• Overall Total: A field is provided for the "Overall Total for Base Year plus option years."

Bidders must complete and submit this Price Schedule with their proposal. The pricing provided in this document will be a critical component of the proposal evaluation process.
