Maintenance Service for Portable Fire Extinguishers

Performance Work Statement (PWS)

To ensure all portable fire extinguishers at the Bureau of Engraving and Printing (BEP) in Washington, D.C. are maintained and serviced to be readily available and function reliably, in accordance with NFPA-10 and other applicable regulations.

• Provide non-personal services for the maintenance and servicing of approximately 1,000 portable fire extinguishers (955 ABC, 35 BC (CO2), 8 K types).

• Services include inspection, maintenance, testing, repair, and replacement.

• Maintenance includes annual inspections, 6-year teardowns for dry chemical extinguishers, and 5- or 12-year hydrostatic testing as applicable.

• Contractor must provide all necessary personnel, equipment, supplies, and materials.

• Government will provide the fire extinguishers.

• 95% performance threshold for providing labor, equipment, parts, and tools for maintenance and servicing.

• Annual equipment report detailing equipment health, repairs, and replacement recommendations.

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Location: Bureau of Engraving and Printing (BEP) Main and Annex Facilities, Washington, D.C. 20228.

• Period of Performance: One (1) base period of 12 months with four (4) 12-month option periods.

• Hours of Operation: 7:00 am – 3:00 pm, Monday through Friday, except Federal holidays.

• Contractor must be International Code Council (ICC)/National Association of Fire Equipment Distributors (NAFED) certified.

• Contractor personnel require a minimum of three (3) years of experience and ICC/NAFED training.

• Contractor personnel must possess a low security clearance at the time of proposal submission and maintain it throughout the contract.

• Contractor must adhere to strict physical security and key control procedures.

• Services are required on Federal holidays.

• Contract type is anticipated to be Firm Fixed Priced.
