Scope of Work

The contractor will be responsible for comprehensive maintenance services for 19 elevators, chair lifts, and platform lifts. Key requirements include:

• Routine and Emergency Maintenance: Monthly inspections, annual and five-year safety tests, repair, and component replacement according to manufacturer specifications.
• Response Times: "Around-the-clock" emergency response with a one-hour on-site presence for critical issues (e.g., trapped passengers), and non-emergency response within one working day.
• Personnel: Provision of trained mechanics with at least 5 years of experience and relevant Italian certifications.
• Compliance: Adherence to Italian Law (e.g., Libretto Impianto), EM 385-1-1 safety measures, and strict conduct/security protocols.
• Documentation: Maintenance of activity logs for each elevator and compliance with the provided Preventive Maintenance Checklist (Attachment 3).
• Parts: Use of genuine manufacturer's parts or approved equivalents. A detailed inventory of equipment is provided in Attachment 2.

Contract Details

• Contract Type: Firm Fixed Price.
• Period of Performance: One base year with four one-year option periods.
• Pricing: To be submitted in Euros, detailed in Attachment 1 (Pricing List). Bidders must provide their actual proposed pricing as the current values are set at 0.0 Euro.
• Task Orders: Available for temporary/additional services, with a minimum of 4 hours and a maximum of 150 hours per task.
• VAT: Not applicable.

Submission & Evaluation

• Offer Due Date: May 15, 2026, 12:00 noon local time.
• Submission Method: Electronically ONLY to ROMEGSO-OFFERS@STATE.GOV. Files must be in MS Office, PDF, or zip format, not exceeding 25MB per email (multiple emails allowed). Cloud storage submissions are not accepted.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. Technical acceptability will be assessed based on past performance, experience, and technical information provided. Responsibility will be evaluated per FAR 9.1.

Eligibility & Site Visit

• SAM.gov Registration: Offerors must be registered in SAM.gov with an "All Awards" purpose prior to submitting their offer. Failure to register may result in the quotation being considered non-responsible.
• Business Requirements: Offerors must demonstrate established business operations with a permanent address and relevant experience in elevator maintenance. Specific documentation includes financial statements, payroll records, Italian Chamber of Commerce certificate, DURC, and Antimafia self-declaration.
• Site Visit: A pre-quotation conference and site visit are scheduled for April 23, 2026, at 10:00 am local time at Via Sallustiana 49, Rome. Interested offerors must register by emailing RomeGSOProcurement@state.gov by April 20, 2026, at 11:00 am local time to arrange access.
